The name of no candidate shall be printed upon any official ballot at any election for offices of the City of Bolivar, Missouri, unless such candidate shall first comply with provisions of this Chapter.

All municipal elections held by the City of Bolivar, Missouri, shall be at the time and conducted in the manner set forth in Chapter 115, RSMo., as amended, or as may hereafter be amended from time to time or as may be established by any other Statutes of the State of Missouri that cover the same subject matter.
A. 
A municipal election for the qualified voters of this City shall be held on the first Tuesday after the first Monday in April of each year.
B. 
Beginning with the municipal election to be held on the first Tuesday after the first Monday of the calendar year 2023, a municipal election of the qualified voters of the City of Bolivar shall be held for the purpose of electing a Mayor who shall hold his/her office for a term of three (3) years and until his/her successor is elected and qualified. Mayoral elections will thereafter be held with every third municipal election, on the first Tuesday after the first Monday of April.

C. 
On the first Tuesday after the first Monday in April of odd-numbered years, a municipal election of the qualified voters of the City of Bolivar shall be held for the purpose of electing one (1) Alderman from each ward who shall hold his/her office for a term of two (2) years and until his/her successor is elected and qualified.
D. 
On the first Tuesday after the first Monday in April of even-numbered years, a municipal election of the qualified voters of the City of Bolivar shall be held for the purpose of electing one (1) Alderman from each ward who shall hold his/her office for a term of two (2) years and until his/her successor is elected and qualified.

A. 
All persons desiring to declare themselves to be a candidate for any elective office of the City shall first file a declaration of candidacy, which shall be in the following form:
DECLARATION OF CANDIDACY
I, the undersigned, a resident and registered voter of the _______________ Ward of the City of Bolivar, Missouri, do hereby announce myself a candidate for the office of _______________ to be voted for at the _______________ election to be held on Tuesday, the _______________ day of _______________, 20___, and I further declare that if I am elected to such office, I will qualify.

In addition to the declaration of candidacy form provided for in this Section, all persons desiring to declare themselves to be a candidate for any elective office of the City shall file a copy of the signed affidavit form required by Section 115.349, RSMo., regarding the candidate's affirmation of State and municipal tax payments and bonding requirements. The copy of the signed affidavit form shall be filed with the candidate's declaration of candidacy form.

Except as may otherwise be provided by law, the opening date for filing a declaration of candidacy for any office in the City of Bolivar shall be 8:00 A.M. on the 16th Tuesday prior to the election. It shall be the duty of the City Clerk to notify the general public of the opening filing date, the office or offices to be filled, the proper place for filing, and the closing filing date of the election by legal notice published in at least one (1) newspaper of general circulation in the City of Bolivar, Missouri, before the 15th Tuesday prior to any election at which offices are to be filled.

Except as may be otherwise provided by law, the closing date for filing a declaration of candidacy for any office of the City of Bolivar, Missouri, shall be 5:00 P.M. on the 11th Tuesday prior to the date of the election.

No person shall file as a candidate for any office for which all qualified electors of the City may vote unless such person shall be a resident of the City of Bolivar, shall be a registered voter and shall otherwise be qualified under the laws of the State of Missouri.

No person shall be an Alderman unless he/she be at least eighteen (18) years of age, a citizen of the United States, and an inhabitant and resident of the City for one (1) year next preceding his/her election, and a resident, at the time he/she files and during the time he/she serves, of the ward from which he/she is elected.

No candidate for election to an elected office of the City of Bolivar shall be designated on the ballot as a member of a political party, and all such candidates shall be listed without designation as to their party affiliation or lack thereof.

The wards of the City of Bolivar shall be and the same are hereby changed, effective September 9, 2011, to include the territory hereinafter set forth.
Ward I. To begin at the centerline of N. Oakland Ave. and the North corporate limits, then going South on the centerline of N. Oakland Ave. to W. Forest St. going East on the centerline of W. Forest St. to N. Main Ave., then going South on the centerline of N. Main Ave. to Broadway St., then going West on the centerline of W. Broadway St. to Oakland Ave., then going South on the centerline of S. Oakland Ave. to W. Aldrich Rd., then going West on the centerline of W. Aldrich Rd. to W. Jones St., then going West on the centerline of W. Jones St. to the East right-of-way line of Missouri Highway 13, then going across Missouri Highway 13 to W. Tower Dr., then going West on the centerline of W. Tower Dr. to western corporate limits, then following the corporate limits North and East back to the point of beginning.
Ward II. To begin at the centerline of N. Oakland Ave. and the North corporate limits, then going South on the centerline of N. Oakland Ave. to W. Forest St. going East on the centerline of W. Forest St. to N. Main Ave., then going South on the centerline of N. Main Ave. to Broadway St., then going East on the centerline of E. Broadway St. to eastern corporate limits, then following the corporate limits North and West back to the point of beginning.
Ward III. To begin at the intersecting center lines of Broadway St. and Main Ave., then going West on the centerline of W. Broadway St. to Oakland Ave., then going South on the centerline of S. Oakland Avenue. to W. Aldrich Rd., then going West on the centerline of W. Aldrich Rd. to W. Jones St., then going West on the centerline of W. Jones St. to the East right-of-way line of Missouri Highway 13, then going across Missouri Highway 13 to W. Tower Dr., then going West on the centerline of W. Tower Dr. to the western corporate limits, then following the corporate limits South and East to the North right-of-way line of E. 473rd Rd., then going East on the centerline of E. 473rd Rd. to S. Springfield Ave., then going North on the centerline of S. Springfield Ave. to E. Aldrich Rd., then going West on the centerline of E. Aldrich Rd. to S. Pike Ave., then going North on the centerline of S. Pike Ave. to W. Walnut St., then going East on the centerline of W. Walnut St. to S. Main Ave., then going North on the centerline of S. Main Ave. to the point of beginning.
Ward IV. To begin at the intersecting center lines of Broadway St. and Main Ave., then South on the centerline of S. Main Ave. to Walnut St., then going West on the centerline of W. Walnut St. to S. Pike Ave., then going South on the centerline of S. Pike Ave. to W. Aldrich Rd., then going East on the centerline of W. Aldrich Rd. to S. Springfield Ave., then going South on the centerline of S. Springfield Ave. to the West right-of-way line of Missouri Highway 13, then going South on the West right-of-way line of Missouri Highway 13 to E. 490th Rd., then going East on the South right-of-way line of E. 490th crossing Missouri Highway 13 to its East right-of-way line, then going North along the East right-of-way line of Missouri Highway 13 to S. Springfield Ave., then going North on the centerline of S. Springfield Ave. to a point where the corporate limits turns to the East, then following the corporate limits North and East to E. Broadway St., then going West on centerline of E. Broadway St. to the point of beginning.
