A. 
Pay increases shall be based on merit. To effect a raise, the head of the department in which the employee is employed shall file notice with the Personnel Director of a recommendation to grant a pay increase. Such notice of recommendation must be accompanied by an employee evaluation.
B. 
Merit increases in pay are to be considered annually July first (1st) of each year, provided that the affected employee who is eligible for a merit increase is employed in their position prior to January first (1st).

Salary and wage ranges for specific jobs or positions may be changed from time to time by the City Council to take into account changes in the market place.

When an employee has not been approved for an increase, he/she may be reconsidered for such an increase at any subsequent time.

Any employee who is being paid at a salary or wage higher than the entrance level provided for in the pay ordinance, may be reduced in pay upon the recommendation of the head of department in which he/she is employed and with the approval of the Personnel Director. Procedures for such a reduction shall follow the same procedure as previously outlined for pay increases, and such employees may be considered for increases at any subsequent time.

When an employee is promoted to a position in a higher pay grade, he/she will be assigned to salary or wage rate that will grant him/her an increase of at least five percent (5%).
