A.
Created. There is created a Park Board in the City.
B.
Appointment of Directors. The Directors of the Board shall
be appointed by the Mayor, subject to the consent of the City Council,
and shall consist of nine (9) members. Directors appointed to the
Park Board must be citizens and shall have been residents of the City
for at least two (2) years immediately prior to their appointment.
C.
Director's Terms. Such members shall hold their respective
offices from the first (1st) of July following their appointment,
for a term of two (2) years.
D.
City Officials not to be Members. No member of the Municipal
Government of the City shall be a Director of the Park Board.
E.
Filling Vacancies. Vacancies occasioned by removal, resignation
or otherwise shall be reported to the Council and shall be filled
in like manner as original appointments, except that such term of
office is restricted to the unexpired term of office.
F.
Compensation. No Director of the Park Board shall receive
compensation as such.

The Mayor shall appoint a Chairman of the Park Board for a term
of one (1) year, beginning July first (1st) of each year. The Board
shall make and adopt such by-laws, rules and regulations for its own
guidance and proceedings as may be expedient, not inconsistent with
this Chapter.

The Park Board shall:
Survey and make recommendation to the Mayor and Council for
the acquisition, development and maintenance of an adequate system
of parks and recreational facilities and activities.

A.
The
Office of Director of Parks and Recreation is hereby established according
to the personnel ordinance. The Director shall carry out his or her
duties established by job description.
B.
Except
for the Park Director, all the other nine (9) Directors, are to be
referred to as members of the Park Board.

A.
The
Park Board is hereby authorized to propose and submit to the City
Council rules and regulations governing the time and manner of use
by the public of parks and park facilities and regulating or prohibiting
activity in connection with the use of parks and park facilities.
The Council shall, by motion, pass upon any such rules and regulations
within sixty (60) days after they are submitted to the Council, and
any such rule or regulation shall become effective upon any affirmative
vote of a majority of the members of the Council. Upon becoming effective,
any such rule and regulation shall have the force and effect of an
ordinance.
B.
It
shall be unlawful for any person, firm or corporation to violate any
rule or regulation adopted pursuant to this Section. Any person violating
any such rule or regulation shall, upon conviction, be punished by
a fine of not more than one thousand dollars ($1,000.00) or by imprisonment
not to exceed six (6) months, or both such fine and imprisonment.
