[Ord. No. 88-39 §24.910, 7-6-1988]
Pedestrians are subject to traffic signals as are declared in this Title. At all other places, pedestrians have those rights and are subject to the restrictions stated in this Chapter.
[Ord. No. 88-39 §24.915, 7-6-1988]
When traffic signals are not in operation, the driver of a vehicle shall yield the right-of-way to a pedestrian crossing the roadway within the crosswalk when the pedestrian is on the half of the roadway on which the vehicle is traveling. Such driver shall also yield when the pedestrian is approaching so closely from the opposite half of the roadway as to be in danger. Such driver shall slow down or stop if need be to give the right-of-way to a pedestrian. No pedestrian shall suddenly leave a curb or other place of safety and walk or run into the path of a vehicle which is so close that it is impossible for the driver to yield. A pedestrian's right-of-way in a crosswalk is modified under the condition and as stated in Section 335.050. Whenever any vehicle is stopped at a marked crosswalk or at any unmarked crosswalk at an intersection to permit a pedestrian to cross the roadway, the driver of any other vehicle approaching from the rear shall not overtake and pass the stopped vehicle.
[Ord. No. 88-39 §24.920, 7-6-1988]
Pedestrians shall move upon the right half of a crosswalk whenever practicable.
[Ord. No. 88-39 §24.925, 7-6-1988]
No pedestrian shall cross a road at any place other than by a path at right angles to the curb, or by the shortest path to the opposite curb, except when in a crosswalk.
[Ord. No. 88-39 §24.930, 7-6-1988]
A.
Every pedestrian crossing a roadway at any point other than within a marked crosswalk, or other than crossing a roadway within an unmarked crosswalk at an intersection, shall yield the right-of-way to all vehicles upon the roadway.
B.
Any pedestrian crossing a roadway at a point where a pedestrian tunnel or overhead crossing has been provided shall yield the right-of-way to any vehicle upon the roadway.
[Ord. No. 88-39 §24.935, 7-6-1988]
Pedestrians shall not cross at any place between adjacent intersections at which traffic control signals are in operation, except when crossing in a marked crosswalk.
[Ord. No. 88-39 §24.940, 7-6-1988]
No pedestrian shall pass through, around, under, or over any crossing gate or barrier at a railroad grade crossing or bridge while the gate or barrier is closed or is being opened or closed.
[Ord. No. 88-39 §24.945, 7-6-1988; Ord. No. 91-84 § 1, 11-20-1991]
A.
When sidewalks are provided, walking along roadways, excepting on State and County Roads, shall be permitted between the hours of 4:00 A.M. and 7:00 A.M., provided pedestrians display reflective clothing, walk no more than two abreast, and walk or otherwise move only on the left side of the roadway or its shoulder facing traffic which may approach from the opposite direction. At all other times it shall be unlawful for any pedestrian to walk or otherwise move along and upon an adjacent roadway.
B.
Where sidewalks are not provided, any pedestrian walking along or otherwise moving along and upon a road shall, when practical, walk or otherwise move only on the left side of the roadway or its shoulder facing traffic which may approach from the opposite direction.
[Ord. No. 88-39 §24.950, 7-6-1988; Ord. No. 22-31, 8-17-2022]
A.
As used in this Section, a "median" is a paved or unpaved area dividing a street or highway that separates lanes of traffic traveling in opposite directions, or in the case of left or right hand turn lanes, vehicles traveling in the same direction.
B.
No pedestrian shall do any of the following:
1.
Stand or loiter in any public road right-of-way or in the median of any public roadway for the purpose of attracting attention from the occupants of any vehicle or distracting the operator of any vehicle;
2.
Be in the public road right-of-way and approach any vehicle for the purpose of interacting with a driver or passenger in such vehicle; or
3.
Be upon a median of a public roadway unless that person is in the process of crossing the roadway in compliance with Section 335.020 of this Code. It is prima facie evidence of a violation of this Section if a person stays on the median through two (2) consecutive opportunities to cross the roadway in compliance with Section 335.020 of this Code and the State traffic laws applicable to such roadway.
C.
Subsection (B) of this Section does not apply to:
1.
Persons on a sidewalk;
2.
Persons using the safety zone or crosswalk to cross the roadway;
3.
Persons soliciting a ride from a public passenger vehicle;
4.
Persons entering a vehicle as an invited passenger where it is lawful to do so;
5.
An officer or employee of a City, County, State or Federal government, or any subdivision thereof, on official business;
6.
Persons engaging in law enforcement or rescue activities, including providing assistance to an injured or disabled vehicle or person;
7.
Persons engaged in construction, repair or maintenance activities on the right-of-way under the direction or authority of the City of Bridgeton, St. Louis County or the State of Missouri; and
8.
Streets or portions thereof that have been closed pursuant to a street use permit or other express authorization from the City.
D.
Failure to comply with the provisions herein shall be presumed to be a violation under Section 300.170 of this Code.
[Ord. No. 88-39 §24.955, 7-6-1988]
No person upon roller skates, or riding in or by means of any coaster, skateboard, toy vehicle, sleds, snowmobiles, skis, or similar devices, shall go upon any road except while crossing the road. When so crossing, such person shall be granted all of the rights and shall be subject to all of the duties applicable to all other pedestrians.
