A. 
It is necessary for the Tax Collector to process a number of requests for duplicate tax bills. The processing of requests for duplicate tax bills involves the expenditure of administrative time and costs; and in recognition of that expenditure of administrative time and costs, N.J.S.A. 54:4-64 has been amended so as to permit the collection of administrative fees for the processing of duplicate tax bill requests.
B. 
In the event that a mortgagee, servicing organization or property tax processing organization, as the same are defined in N.J.S.A. 17:16F-15, requests a duplicate copy of a tax bill, the Tax Collector shall issue a duplicate copy and shall charge the sum of $5 for the first duplicate copy and $25 for each subsequent duplicate copy of the same tax bill requested in the same tax year.

The fee for receiving an electronic file of tax account information shall be $23.08 for each transfer or $1,200 annually.

A. 
All scheduling for the fields, sports facilities, recreational facilities, and public areas shall be made through the Office of Community Services.
B. 
Priority of use.
(1) 
There is hereby established a priority of use for all Township parks, playgrounds, recreational facilities, sports and recreation fields, and other Township-owned property used for recreation and/or Township events.
(2) 
The priority of use and scheduling shall be the sole responsibility of the Township of Galloway and the Community Services Department. Preference shall be given to Galloway teams consisting of 80% or more Galloway residents.
(3) 
No team will be scheduled on Galloway fields/facilities if the team has 40% or less of Galloway residents.
(4) 
Grandfather clause. If there is a team that existed prior to January 1, 2015 and had 40% or less of Galloway residents, it will be permitted to play in subsequent seasons.
C. 
Nonresident fee. Every recreation participant who is not a resident of Galloway Township shall be charged a fee of $75 per participant per registration per sport. The nonresident fee shall go into effect January 1, 2015.
D. 
Field/facility usage fee. In addition to the nonresident fee, the following categories shall impose a field usage fee:
(1) 
Sports and recreation camps, or clinics cosponsored by Galloway Township and where there is a fee charged for participation.
(a) 
Fee: 15% of the fee charged to the participant for each participant.
(2) 
Sports and recreation camps, or clinics not offered by Galloway Township and where there is a fee charged for participation.
(a) 
Fee: 15% of the fee charged per participant plus $250 per field usage per day.
(3) 
Paid coaches, trainers, etc. When a team employs a paid coach, trainer etc., the coach shall pay 15% of salary/payment to the Township. [Includes practices, tryouts, team clinics (see above if separate fee charged to clinic participants) and any other use of fields.] Nonresident participant fees still apply.
E. 
Lights.
(1) 
All usage of lights or all parks, lighted fields are available without charge to any Galloway-sponsored, sanctioned league or organization. Any event not sanctioned or sponsored by Galloway Township shall pay $25 per hour with a minimum charge of two hours required. Each application must be submitted to the Director of Community Services at least 10 days prior to the event with required fees and paperwork/insurance. All scheduling is at the discretion of the Director of Community Services.
(2) 
Any group or organization wishing to supply its own lighting source for practice may apply to the Director of Community Services for permission to do so. All decisions of the Director are final.
F. 
Interlocal contracts. The Township may contract with another municipality to provide recreational services for its residents at a cost to be negotiated between the parties.

H. 
Field usage.
(1) 
All fields shall be closed from July 15 to August 25 (weather permitting) for field maintenance and regeneration.
(2) 
All fields shall be closed from November 15 to April 1 (weather permitting) for field maintenance and regeneration.
(3) 
Field scheduling shall be made through the Office of Community Services. Neither the Office of Community Services nor the Township of Galloway guarantees that a team or participants will receive all the field time requested.
(4) 
All teams, regardless of category, shall submit a roster, pertinent current insurance coverage form, and copies of coaches, trainers, etc., and youth protection cards, where applicable, before the start of the season and/or practices. All rosters must be complete and contain the minimum number of players to field a team. Limitation of the number of teams in any given sport is at the discretion of the Director of Community Services.
(5) 
Cleanup charges. If the fields are left in a particularly trashed, dirty condition, the Director of Community Services may charge the team(s) responsible a fine not to exceed $500. Failure to pay the cleanup penalty or multiple penalties may result in the teams forfeiting their scheduled field time for the rest of the season or for the following year.
(6) 
All fees must be paid before participants are permitted to use the fields, including practices.

A. 
When members of the public make a request of the Township to purchase land, it is necessary for various administrative tasks to take prior to the processing of the actual sales, and the requested property has to be reviewed by many municipal departments to establish, among other things, value, public need, etc. It is necessary to charge an application fee is order to assist in the payment of administrative costs involved in the processing of a land sale request.
B. 
A nonrefundable application fee of $500 per block and lot shall be made payable to the Township of Galloway upon filing of a completed land sale request to the Township Clerk.
C. 
Land sale purchase procedures shall be kept on file in the Municipal Clerk's office.
D. 
All sales shall be conducted in accordance with N.J.S.A 40A:12-13.

The fee for a civil union license, marriage license, remarriage license and registering a domestic partnership shall be $28.

There shall be a charge to search for birth records, death records and marriage certificates in the amount of $4 for the first year, and $0.50 for each year thereafter. If the record is located, an appropriate certificate shall be issued at no extra charge. The search fee shall be charged whether or not a record is located.

A. 
Provided that a sufficient amount of compost is retained for free distribution for Township residents for use at their private residences, the balance of the compost may be made available for sale to landscapers at a cost of $8 per cubic yard, unscreened, and $10 per cubic yard when screened.
B. 
Leaf compost material. The Township will make available to load residents, nonresidents and landscapers, for a fee, as follows:
(1) 
Hand loading: no charge.
(2) 
Pickup trucks: $10 per load.
(3) 
Single-axle (dual-wheel) dump trucks: $25 per load.
(4) 
Tandem and tri-axle dump trucks: $50 per load.
(5) 
Tractor trailers: $75 per load.
C. 
Wood chip material. The Township will make available to load residents, nonresidents and landscapers, for a fee, as follows:
(1) 
Hand loading: no charge.
(2) 
Pickup trucks: $10 per load.
(3) 
Single-axle (dual-wheel) dump trucks: $25 per load.
(4) 
Tandem and tri-axle dump trucks: $50 per load.
(5) 
Tractor trailers: $75 per load.

It is necessary for the Tax Collector to process a number of requests for certificates of redemption. The processing of these requests involves the expenditure of administrative time and costs; and in recognition of those expenditures, it is necessary to charge an administrative fee of $25 for each request.

A. 
The fee for certified copies of birth, marriage, civil unions, domestic partnerships and death certificates shall be $25 each.

The fee for a burial permit shall be set at $15.

A. 
All requests for discovery in matters pending in the Galloway Municipal Court shall be submitted through the Municipal Prosecutor.
B. 
The following fees shall be payable by the requestor to the Township of Galloway for the discovery provided:
(1) 
Seventy-five cents per page for each of the first 10 pages photocopied.
(2) 
Fifty cents per page for each of the next 10 pages photocopied.
(3) 
Twenty-five cents per page for each of the pages photocopied thereafter.
(4) 
Actual postage for any discovery sent by mail.
(5) 
Twenty-five cents for the envelope for any discovery sent by mail.
(6) 
Photographs will be photocopied at the rates established herein. If requests are made for duplicate photographs, the actual cost of making the photographs shall be charged.
(7) 
Duplication of videotapes constitutes an extraordinary duplication process and will be charged at the rate of $5 per videotape.
(8) 
On any item that cannot be photocopied on the Township copy machine or not otherwise provided for in this schedule, the actual cost incurred in making the copy shall be charged.
C. 
Where the discovery must be obtained from an entity other than the Township of Galloway, e.g., another police department, the actual costs paid to the other entity shall be paid by the requestor.

The fee for receiving an electronic payment using the Township of Galloway's website for Visa/Mastercard credit or debit card payments will be $1 for each transaction.

A. 
When a property owner or the appropriate authority of said owner of a property makes a request of the Township to accept land or property he/she wishes to donate, it is necessary for various administrative tasks to take place prior to the processing of the actual acceptance of the land, and the requested property has to be reviewed by municipal officials and departments to establish, among other things, value, public need and environmental concerns.
B. 
The Township of Galloway shall establish, by resolution of Council, donation of land and property procedures. These procedures shall be kept and maintained on file in the Township Clerk's office and shall remain binding unless modified by a subsequent resolution of Council.

Anyone requesting the issuance of a license by the Township pursuant to Chapter 283 to permit access to Township property for the trimming or clearing of trees for a solar project shall pay an application fee of $150 and shall post an escrow with the Township in the amount of $1,000. Escrow funds shall be used to reimburse the Township for professional fees in reviewing the request and, if necessary, inspecting the work. Any unused escrow shall be returned, and if the escrow is substantially depleted in amounts sufficient to restore, it shall be posted.

The service charge for any check, or other written instrument, which has been returned for insufficient funds will be $20 per fraudulent payment.[1]
