The office of Finance Director for the City is hereby created. For purposes of this Code, such office shall be referred to as "Finance Director".

The Finance Director shall be appointed pursuant to Section 115.260(A)(4)(e) of the Code.

The Finance Director shall be at least twenty-one (21) years of age and shall be chosen solely on the basis of education, experience, and executive and administrative qualifications. He/she shall hold, as a minimum, a bachelor's degree in accounting, public/business administration, or a related field from an accredited university, and shall have experience in the field of municipal accounting or finance. Priority shall be given to any candidate with certification as a public accountant (CPA).

Before entering upon the duties of his/her office, the Finance Director shall file with the City a bond conditioned upon the faithful and honest performance of his/her duties and the rendering of faithful and proper accounts to the City for funds and property in his/her possession or under his/her control in the amount of fifty thousand dollars ($50,000.00); provided however, in the event that the Finance Director is covered by a blanket bond to the same extent, an individual bond shall not be required. The cost of such bond shall be borne by the City. Failure on the part of the Finance Director to give bond shall cause his/her office to be deemed vacant.

The Finance Director shall receive such compensation as shall be fixed by ordinance. The Finance Director shall be entitled to fringe benefits as may be provided by ordinance.
The Finance Director shall devote full time to the performance of the duties of his/her office, and he/she shall not be otherwise employed. The Finance Director will also serve as City Treasurer.

A.
The Finance Director shall be responsible for carrying out the duties set forth in Section 115.070 of this Code and shall work under the direction and supervision of the City Administrator. He/she shall have the following additional duties and powers:

Be responsible for day-to-day operations and coordination of the fiscal needs of the City.
2.
Be responsible for proper maintenance of financial transactions, including accounts payable, accounts receivable, daily cash receipt transactions, and all deposits and billings of the City.
3.
Supervise accounting procedures providing for reconciliation of transactions, preparation of monthly financial reports, and the control of payables and receivables; be responsible for maintenance of the accounting system and general ledger.
4.
Assist the City Administrator in the supervision and coordination of the City's purchasing operations.
5.
Be responsible for the supervision and coordination of the City's purchasing operations.
6.
Assist the City Administrator in development of the annual operating and capital budget for review by the Ways and Means Commission and Board of Aldermen.
7.
Be responsible for administration of payroll and maintenance of medical, dental, and life insurance records and renewals on behalf of the City and its employees.
8.
Assist in coordination of the City's annual audit.
9.
Assist the City Administrator in evaluation of legislation affecting financial operations of the City.
10.
Perform related work as required.
11.
Report on a regular basis to the City Administrator regarding status of activities and attend regularly scheduled department head staff meetings and other meetings as requested.
