Editor's Note: Former Section 115.310, City Engineer — Appointment — Compensation, was repealed 1-25-2021 by Ord. No. 4417. Additionally Section 12 of Ord. No. 4417 states that any and all references to the "City Engineer" found elsewhere in City documents or policies shall be determined to be synonymous with the "Public Works Director" unless otherwise formally amended by the Board of Aldermen or other appropriate body.

The Director of Public Works shall be at least twenty-one (21) years of age and shall be chosen solely on the basis of education, experience, and executive and administrative qualifications. He/she must be a registered professional engineer in the State or reciprocal State and maintain license in good standing for the duration of employment.

A. 
The Director of Public Works shall be responsible for the administration and management of the City Public Works Department. He/she shall supervise the technical and clerical staff and any consultants of the department subject to the direction and supervision of the City Administrator. To that end, he/she shall have the following additional duties and powers:

Supervise, organize and perform activities relative to review and approval or disapproval of applications for various types of City permits and field inspections required to ensure that new construction is in compliance with City requirements; evaluate and recommend projects to be undertaken by the department; develop design specifications, supervise the contract award process, monitor the work performed for the City by outside contractors, and perform other required duties.
2. 
Supervise the work of staff and contractors in the performance of duties relative to maintenance and improvement of the City's properties, maintenance and repair of City streets and sidewalks, maintenance of traffic control signs and markers, snow and ice control programs, and other required duties.
3. 
Be responsible for managing, controlling and reporting on the financial status of the Public Works Department. Duties include development of the annual budget, control of actual expenditures against the budget, and periodic reporting to the City Administrator as to the department's financial position.
4. 
Serve as City Traffic Engineer per Article III, Section 305.060.
5. 
Report on a regular basis to the City Administrator regarding status of activities and attend regularly scheduled department head staff meetings and other meetings as requested.
6. 
Perform all other related duties as assigned.

The Mayor, with the advice and consent of the Board of Aldermen, may appoint a consulting engineer who shall perform such duties as may be provided by ordinance, and the consulting engineer may perform the ministerial functions of the City Engineer. The compensation of the consulting engineer shall be fixed by appropriate action of the Board of Aldermen.
