There is and shall be a plan and agreement with the Office of Administration, Division of Accounting to provide the benefits of the system of Federal Old-Age and Survivors' Insurance as authorized by the Social Security Act Amendments of 1950, and by Sections 105.300 through 105.445, RSMo., and amendments thereto, as the same may be now and hereinafter in effect; the Board of Aldermen are further authorized and directed and empowered to execute agreements, modifications and amendments thereof with the State agency, providing for the extension of such benefits to employees and officials as set forth in plans and agreements from the inception of the plan and agreements after approval by the State agency.
