For the purposes of this Article, the following terms shall be deemed to have the meanings indicated below:
CITY ADMINISTRATOR
The City Administrator of the City of Town and Country or his appointed designee.
MOTOR VEHICLE
Any self-propelled vehicle including, but not limited to, automobiles, trucks, trailers, motorcycles and snowmobiles.
PARK
Developed and undeveloped parks and recreation areas owned, leased or operated by the City of Town and Country.
RESIDENT
Person(s) residing within the corporate boundaries of the City of Town and Country.

A. 
The City Administrator, with the advice and consent of the Board of Aldermen, is hereby authorized to establish rules which he determines are necessary to properly maintain, operate, develop or construct City parks and recreation facilities or to assure the safety of users of said parks and recreation facilities. Park rules and regulations shall be posted in such a manner as to be visible to users of City parks.
B. 
These rules and regulations shall not be applicable to park employees while actually engaged in their official duties, nor shall the provisions of this Chapter be applicable to City Officials while attending to park business.
