There shall be a Planning and Zoning Commission consisting of ten (10) members including the Mayor, a member of the Board of Aldermen selected by the Board of Aldermen, and eight (8) citizens appointed by the Mayor and approved by the Board of Aldermen.

The term of each of the citizen members of the Commission created by this Article shall be four (4) years from the date of appointment.

Any vacancy in a membership on the Commission created by this Article shall be filled for the unexpired term by appointment as provided in this Article.

The Board of Aldermen may remove any citizen member of the Commission created by this Section for cause stated in writing and after public hearing.

The citizen members of the Commission created by this Article shall serve without compensation.

The Commission shall elect its Chairman, Vice Chairman and Secretary from among the citizen members. The term of Chairman and Secretary shall be for one (1) year, ending on April thirtieth (30th) with eligibility for reelection. The Commission shall hold regular meetings and special meetings as they provide by rule, and shall adopt rules for the transaction of business and keep a record of its proceedings. These records shall be public records. The Commission shall appoint the employees and staff necessary for its work, and may contract with City planners and other professional persons for the services that it requires. The expenditures of the Commission, exclusive of grants and gifts, shall be within the amounts appropriated for the purpose by the Board of Aldermen.

The Planning and Zoning Commission shall be the City Planning Commission. The Commission shall have such powers and duties as are assigned to it under Sections 89.010 through 89.490, RSMo., and by City ordinance. A concurring vote of a simple majority of members present at any meeting where a quorum is present shall be necessary to make a decision or determination with respect to any matter that shall come before the Commission. A quorum shall consist of six (6) members of the Commission.

The Board created by this Article shall be appointed by the Mayor and approved by a majority of the members of the Board of Aldermen.

All members and alternates of the Board created by this Article shall be removable for cause by the Mayor with the approval of the Board of Aldermen upon written charges and after public hearing.

The term of office of the members of the Board created by this Article shall be for five (5) years. The terms of office of alternate members shall be for one (1) year, commencing May first (1st) of the calendar year. All alternate members shall serve until their successors are appointed and duly qualified. Vacancies shall be filled for the unexpired term of any member whose term becomes vacant.

The Board shall elect its own Chairman who shall serve for one (1) year.

The Board shall have the duties, functions and powers as provided by State law and ordinances of the City.
