There is hereby established the office of City Engineer.

The Mayor, with the consent and approval of the majority of the members of the Board of Aldermen, shall appoint a City Engineer who shall serve until his/her successor is appointed and qualified.

The City Engineer shall be a professional engineer duly authorized by and registered with the State pursuant to the applicable provisions of the Revised Statutes of Missouri, as amended, and such office shall be a full-time office in the City of Manchester. In addition, in order to qualify for appointment to the office of City Engineer, the interested applicant must have and verify at least three (3) years' experience in engineering and public works activities and possess the other qualifications as set forth in the job description in Section 115.250(B) herein.

The City Engineer shall take the oath of office required for other City Officers with the additional requirements that he/she will have no personal interest in any contract made with the City nor in the furnishing of materials for public work of any character in the City. If deemed necessary by the Board, he/she shall execute any bond required by the City for the faithful performance of any duty required of him/her or to turn over any money that he/she may collect on behalf of the City by reason of any ordinance, resolution or motion. The cost of such bond, if required, shall be borne solely the City.

A. 
The City Engineer shall receive such compensation as shall be fixed by ordinance. The City Engineer shall be entitled to all fringe benefits which are provided to other officers and employees of the City and such other fringe benefits as the Board of Aldermen may provide by ordinance.
B. 
All expenses incurred by the City Engineer incident to his/her position shall be paid by the City or reimbursed to the City Engineer if he/she has already paid for such expenses. Such expenses shall be submitted by way of expense voucher to the Board of Aldermen for approval.

A. 
The duties of the City Engineer shall be as provided from time to time by the Board of Aldermen and shall include the following. He/she shall:
1. 
Make and submit plans, estimates and specifications for any public work which may be proposed or ordered.
2. 
Perform, supervise or coordinate all required engineering and surveying work for the City assigned by the Mayor or Board of Aldermen.
3. 
Serve as liaison between the Mayor and Board of Aldermen and any outside engineers providing services or consultations at the request of the Mayor or Board of Aldermen.
4. 
Supervise all public work in the City and, as such, have general supervision over all employees of the City charged with the maintenance, construction or repair of buildings, streets, sewers, alleys, drains, bridges, sidewalks, parks, or other public places in the City.
5. 
Supervise generally all work done in the City in connection with the construction, reconstruction, repair or improvement of public buildings, streets, sewers, alleys, drains, bridges, sidewalks, parks or other public places in the City.
6. 
Inspect all public work performed for or by the City to see that it is properly done and that all contracts with the City relating thereto are fully performed and carried out; make final inspections of same and make a written report to the Mayor and Board of Aldermen with his/her recommendations thereon.
7. 
Keep a full and accurate account and systematic record of all transactions relative to his/her department and make a monthly and an annual report to the Mayor and Board of Aldermen thereon.
8. 
Attend all meetings of the Board of Aldermen and all meetings of any committee of the Board of Aldermen when reasonably requested to attend by the Board of Aldermen or by the committee.
9. 
Perform such review and approval functions required by the applicable Building Code in the City and assist the Planning and Zoning Commission of the City in its functions.
10. 
Perform the duties of the City Engineer as set forth in the job description as set out in Section 115.250(B) of this Article.
11. 
Perform such other duties as are or may be directed by the Mayor or Board of Aldermen.

The City Engineer shall keep and preserve all maps, plats, plans, surveys, records, books, specifications, papers and documents connected with or relating to the public business of his/her department and any of the same shall be subject to examination by any person seeking information therefrom under such regulations as the City Engineer may prescribe. All such maps, plats, plans, surveys, records, books, specifications, papers and documents shall be and remain the sole property of the City.

The City Engineer shall report to the Mayor and Board of Aldermen all violations of any contract for the performance of public work or work subject to his/her supervision and shall suspend temporarily, subject to final action by the Mayor and Board of Aldermen, the performance of any work he/she believes is being performed in violation of the terms thereof, applicable laws or any order of the City Engineer relating thereto.

The Board of Aldermen may, by resolution or motion, provide for as many assistants to the City Engineer as it may deem necessary and in the same manner fix the compensation for such assistants. Should the Board of Aldermen determine it necessary and advisable to employ an outside engineering firm to provide professional engineering services to the City for a particular project, the City Engineer shall coordinate the work to be performed by the outside engineering firm and shall keep the Mayor and Board of Aldermen fully advised concerning the progress of the professional engineering services being rendered.

The City Engineer shall be diligent in enforcing all laws of the City and State within the scope of his/her employment and shall be diligent in observing all rules and regulations imposed upon him/her by the Board of Aldermen.

A. 
Upon vacating his/her office, the City Engineer shall turn over to his/her successor in office the following:
1. 
All records, together with the field notes, profiles, drawings and other data relating to surveys of the City of public works; and
2. 
All instruments and other property in his/her possession which belong to the City.

The City Engineer may be removed from office in compliance with State Statute and any ordinances of the City appertaining thereto.

A. 
The office of City Engineer shall be a full-time office.
B. 
The job description of the City Engineer shall be as follows:
1. 
Definition. Under the supervision of the Mayor or his/her designee and the Board of Aldermen, provides general engineering services to the City and supervises the activities of the Public Works Department.
2. 
Duties.
a. 
Engineering duties.
(1) 
Prepares the appropriate engineering design studies and analysis, including economic feasibility and associated reports.
(2) 
Prepares contract plans and specifications.
(3) 
Supervises the construction of public works.
b. 
Supervisory and administrative duties.
(1) 
Studies department needs, estimates man-hour requirements for completion of job assignments, and adjusts work procedures to meet schedules and deadlines.
(2) 
Interprets department policies to workers and enforces safety regulations.
(3) 
Determines types of operational data to be recorded, forms or records to be used, and procedures to be followed.
(4) 
Develops measures to improve work methods, equipment performance, and quality of work.
(5) 
Analyzes and resolves work problems.
(6) 
Prepares and recommends the annual budget for City improvements, maintenance and other department expenses.
(7) 
Attend meetings as required.
(8) 
Interprets specifications, blueprints, and job orders to workers and assigns individuals to specific duties.
(9) 
Maintains time and production records.
(10) 
Prepares composite reports from individual reports of subordinates.
(11) 
Recommends and initiates personnel actions such as hirings, promotions, transfers, discharges and disciplinary measures.
(12) 
Estimates, requisitions and inspects material needed.
(13) 
Performs related duties as required.
3. 
Entry requirements.
a. 
Required knowledge, abilities and skills.
(1) 
Ability to organize a variety of work duties and delegate effectively to others utilizing knowledge of principles, practices, methods and procedures of public works management.
(2) 
Ability to relate effectively with subordinates in delegating work, suggesting improved ways of work, and recognizing ability and effort.
(3) 
Ability to establish and adjust working procedures and methods and to estimate time, materials and equipment required to complete job assignment applying knowledge of methods and procedures used and of operation and working capacities of machines and equipment used.
(4) 
Ability to take leadership in developing and maintaining a working environment that is characterized by efficiency, cooperation, and positive interpersonal attitudes.
(5) 
Ability to read and interpret specifications, blueprints, job orders, or other job-related material.
(6) 
Ability to enforce safety regulations using knowledge of the hazards and safety precautions of work activities.
(7) 
Ability to keep time and production records and prepare reports from such records and from individual reports of subordinates.
b. 
Minimum education, training and experience. Graduation from an accredited university with a degree in civil engineering. Certification as a professional engineer by the State. Experience of at least three (3) years in engineering and public works activities.
