There is hereby created the Department of Finance to consist
of the Director of Finance, who shall be the head of the department,
and such other officers and employees as may be, from time to time,
assigned thereto.

The Director of Finance shall be appointed by the Mayor with
the consent and approval of the majority of the members of the Board
of Aldermen. The term of office for the Director of Finance shall
be indefinite. The Director of Finance shall be at least twenty-one
(21) years of age and shall be chosen solely on the basis of education,
experience, and executive and administrative qualifications. The Director
of Finance shall hold a minimum of a bachelor's degree from an accredited
university or four (4) year college, with major course work in accounting,
public or business administration, or a closely related field. A preference
shall be given to candidates who have two (2) or more years' practical
experience in the field of municipal accounting or who have a Master
of Business Administration degree or who are licensed certified public
accountants.

The newly appointed Director of Finance shall take and subscribe
to an oath of office, before some person authorized to administer
oaths, that he/she possesses all the qualifications subscribed for
the office by law, that he/she will support the Constitutions of the
United States and of the State of Missouri, the provisions of all
laws of the State of Missouri and the ordinances of the City of Manchester,
and that he/she will faithfully demean himself/herself while in office.

The Director of Finance, before entering upon the duties of
the office, shall file with the City a bond conditioned upon the faithful
and honest performance of the duties of Director of Finance and the
rendering of faithful and proper accounts to the City for funds and
property in his/her possession or under his/her control in the amount
of fifty thousand dollars ($50,000.00); however, should the Director
of Finance be covered by a blanket bond to the same extent, an individual
bond shall not be required. The cost of such bond shall be borne solely
by the City.

The Director of Finance shall receive such compensation as shall
be fixed by ordinance. The Director of Finance shall be entitled to
all fringe benefits which are provided to other officers and employees
of the City and such other fringe benefits as the Board of Aldermen
may provide by ordinance from time to time.

The Director of Finance may be removed from office at will by
the Mayor with the consent of a majority of the members elected to
the Board of Aldermen or by a two-thirds (2/3) vote of all members
elected to the Board of Aldermen independently of the Mayor's approval
or recommendation.

The office of Director of Finance shall be a full-time position;
the Director of Finance shall perform those duties prescribed herein
and by ordinance and shall not hold outside employment, except with
the written approval of the City Administrator.

A. The
Director of Finance shall be subject to the direction and supervision
of the City Administrator. To that end, the Director shall have the
following duties:
1. Plan, direct and coordinate the fiscal management program of the
City.
2. Supervise, review and participate in the development of general procedures,
methods and evaluation of results of the various activities of a financial
nature, including finance administration, accounting, purchasing,
treasury, cash receipts and budgeting.
3. Confer with and advise subordinates concerning difficult work problems,
the development and installation of new work procedures and policies,
and appropriate methods of coordinating services; direct the continuing
evaluation of financial programs and services.
4. Supervise and participate in accounting procedures including the
reconciliation of transactions, the preparation of required reports,
and the control of receivables and payables.
5. Serve as Budget Officer, establish budget format, type and criteria;
assist departments in the preparation of budget requests; in conjunction
with the City Administrator, appraise, adjust and correlate budget
requests among programs and functions; compile final budget for review
by the Board of Aldermen; maintain budget and expenditure control.
6. Supervise the maintenance of the central accounting system and general
and subsidiary ledgers; direct the preparation of required financial
statements and reports; direct payroll operations and maintenance
of related records.
7. Serve as City Treasurer; supervise the deposit of all funds in depositories
designated by the Board of Aldermen; estimate the cash needs of City
Government; supervise the investment of idle funds.
8. Confer with other City Officials and local and Federal representatives
on fiscal management and problems affecting the City's fiscal policies
and controls; advise the City Administrator and Board of Aldermen
on financial matters.
9. Perform related work as required or as directed by the City Administrator
from time to time.

The Director of Finance shall have a thorough knowledge of the
principles and practices of municipal finance administration and accounting;
the principles and practices of municipal budgeting; the functions,
structure, and operating routines of municipal government; and the
laws and ordinances relating to the handling of and accounting for
municipal funds. The director shall also have the knowledge of data
processing applications in a municipal government setting and the
ability to plan, assign and supervise the work of personnel engaged
in a variety of financial, clerical and related activities; to develop
sound fiscal systems and procedures and to establish and maintain
effective working relationships with subordinates, government officials,
and the general public.

The Director of Finance shall not use official authority or
influence for the purpose of interfering with any election. While
retaining the right to vote as he/she pleases, he/she shall take no
active part in any political campaign or lend support to the candidacy
of any person seeking elective office in the City of Manchester.

In the event that the Director of Finance shall be absent due
to illness, disability, vacation or for personal reasons, the City
Administrator shall designate a temporary Director of Finance who
shall have and perform all of the powers, rights and duties of the
Director of Finance during such absence, but the individual so designated
shall receive no additional compensation therefor.
