There is hereby established the position of Director of Public
Works.

The Mayor, with the consent and approval of the majority of the members of the Board of Aldermen, shall appoint a Director of Public Works who shall serve until his/her employment is terminated as provided in Section
115.670 hereof.

The Director of Public Works shall possess a degree in engineering,
public administration, construction management or business and possess
three (3) years experience in related public works activities or possess
an associate degree and have twenty (20) years of working experience
in the municipal public works field.

The Director of Public Works shall take the oath of office required
for other City Officers with the additional requirements that he/she
will have no personal interest in any contract made with the City
nor in the furnishing of materials for public work of any character
in the City. If deemed necessary, he/she shall execute any bond required
by the City for faithful performance of any duty required of him/her
or to turn over any money that he/she may collect on behalf of the
City by reason of any ordinance, resolution or motion. The cost of
such bond, if required, shall be borne solely by the City.

A. The
Director of Public Works shall receive such compensation as shall
be fixed by ordinance. The Director of Public Works shall further
be entitled to all fringe benefits as are provided to other employees
of the City and such other fringe benefits as the Board of Aldermen
may provide by ordinance.
B. All
expenses incurred by the Director of Public Works incident to his/her
position shall be paid by the City or reimbursed to the Director of
Public Works if he/she has already paid for such expenses. Such expenses
shall be submitted by way of expense voucher to the Director of Finance
for approval.

A. The
duties of the Director of Public Works shall be as provided, from
time to time, by the Board of Aldermen and shall include the following.
The omission of specific statements of duties does not exclude them
from the position if the work is similar, related or a logical assignment
to the class. Such Director shall:
1. Make and submit plans, estimates and specifications for any maintenance
public work which may be proposed or ordered.
2. Supervise and coordinate the purchase of capital equipment and vehicles
for the City.
3. Supervise the maintenance of all City equipment and vehicles.
4. Supervise and evaluate the operations of the Public Works Department
which includes all department personnel and the maintenance or repair
of buildings, streets, sewers, alleys, drains, bridges, sidewalks
or other public places in the City.
5. Supervise the bidding process for trash hauling contracts and administer
such trash hauling program.
6. Provide assistance to the City Engineer when requested.
7. Supervise inspections for all Public Works Department projects and
activities.
8. Keep a full and accurate account and systematic record of all transactions
relative to his/her department and make a report to the City Engineer
thereon upon request.
9. Attend meetings of the Board of Aldermen and meetings of any committee
of the Board of Aldermen when requested to do so.
10. Perform such review and approval functions by the applicable Building
Code in the City and assist the City Planning and Zoning Commission
and the Director of Planning, Zoning and Economic Development in the
Commission's functions.
11. Prepare and present annual budget requests, administer departmental
budget and ensure that the authorized budgetary and purchasing procedures
are properly employed.
12. Accomplish short-term and long-range planning, implement and maintain
sound organizational practices, control costs and otherwise direct
and control departmental operations to assure optimum services to
the community.
13. Perform such other duties as are or may be directed by the City Administrator
and/or City Engineer.

The Director of Public Works shall keep and preserve all maps,
plats, plans, surveys, records, books, specifications, papers and
documents connected with or relating to the public business of his/her
department and any of the same shall be subject to examination by
any person seeking information therefrom under such regulations as
such Director may prescribe. All such maps, plats, plans, surveys,
records, books, specifications, papers and documents shall be and
remain the sole property of the City.

The Director of Public Works shall report to the City Engineer
all violations of any contract for the performance of public work
or work subject to his/her supervision and shall suspend temporarily,
subject to final action by the Mayor and Board of Aldermen, the performance
of any work he/she believes is being performed in violation of the
terms thereof, applicable laws or any order of such Director relating
thereto.

The Director of Public Works shall be diligent in seeing to
the enforcement of all laws of the City and State within the scope
of his/her employment and shall be diligent in observing all rules
and regulations imposed upon him/her by the City Administrator and/or
City Engineer.

A. Upon
vacating his/her office, the Director of Public Works shall turn over
to his/her successor in office the following:
1. All records, together with the field notes, profiles, drawings and
other data relating to surveys of the City regarding department projects
or other activities.
2. All instruments and other property in his/her possession which belong
to the City.

The Director of Public Works may be removed from office in compliance
with policies and procedures of the City then in effect.

The office of Director of Public Works shall be a full-time
office.
