A. A homecoming
committee for the City is hereby established. The committee shall
consist of a needed number of citizen members, all of whom shall serve
voluntarily without pay. One (1) alderman who shall be appointed by
the Mayor, subject to approval by the Board of Aldermen, and the Director
of Parks and Recreation for the City shall also serve as ex officio
members of the committee. The chairman of the committee shall be elected
by majority vote of the citizen members with each member having one
(1) vote. The Director of Parks and Recreation shall serve as the
vice chairman of the committee and shall be operational liaison between
the City and the committee and shall be a voting member.
B. Meetings
of the committee shall be held on a regular basis at time and place
to be determined appropriate by the committee. A quorum for the transaction
of business at said meetings shall be a majority of the citizen members
present at said meeting.

The committee shall have the authority to promulgate any and
all rules and regulations necessary for the planning and conducting
of the Manchester Homecoming Festival provided, however, that no rule
or regulation proposed by the committee shall violate any State Statute
or ordinance of the City.

The City of Manchester shall establish a special revenue fund
to account for all revenue and expenditure activity related to the
Manchester Homecoming Festival. This fund, to be known as the "Homecoming
Fund", shall be set up in accordance with Generally Accepted Accounting
Principles (GAAP). The accounting for the Homecoming Fund shall be
under the supervision of the Director of Finance of the City of Manchester.
