In their interpretation and application, these regulations shall be held to be the minimum requirements for the promotion of the public health, safety and welfare.

The provisions of this Chapter are separable. If any part or provision of these regulations or the application thereof to any person or circumstances is adjudged invalid by a court of competent jurisdiction, such judgment shall be confined in its operation to the part, provision or application directly involved in the controversy in which such judgment shall be rendered and shall not affect or impair the validity of the remainder of these regulations or the application thereof to other persons or circumstances. The City hereby declares that it would have enacted the remainder of these regulations even without any such part, provision or application, so long as the remainder of these regulations promotes the purposes of this Chapter.

All other ordinances and parts of other ordinances, including any provision of the City of Manchester Code of Ordinances, inconsistent or conflicting with any part of this Chapter are hereby repealed to the extent of such inconsistency or conflict.

This Chapter is not intended to interfere with, abrogate or annul any other ordinance, rule or regulation, Statute or other provision of law. The requirements of this Chapter should be considered minimum requirements and, where any provisions of this Chapter imposes restrictions different from those imposed by any other ordinance, rule or regulation or other provisions of law, whichever provisions are more restrictive or impose higher protective standards for human health, safety or welfare or the welfare of the environment shall be considered to take precedence.
