The provisions of this article imposing a time limit on parking shall not relieve any person of the duty to observe other more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles as set forth in N.J.S.A. 39:4-138, any other New Jersey statute or as hereinafter provided.

A. 
The parking of motor vehicles, motorcycles, commercial vehicles, campers, trailers, boats and other vehicles in the front yard of any property within the Borough is prohibited at all times.
B. 
Parking of motor vehicles, motorcycles, commercial vehicles, campers, trailers, boats and other vehicles are prohibited from parking on any grassed area or nonpaved area of the property at all times.
C. 
Motor vehicles, motorcycles, commercial vehicles, campers, trailers, boats and other vehicles are prohibited from being parked in the rear of the property unless it is a paved driveway.
D. 
The prohibitions set forth in this section shall not apply during a state of emergency that is declared by either the State of New Jersey or the Borough of River Edge or whenever there is a snow accumulation that covers the street requiring plowing and removal.
E. 
This section is to be enforced by the Police Department of the Borough of River Edge or any other person or persons designated by the Mayor and Council of the Borough of River Edge.
F. 
Violation of this section shall be considered a motor vehicle parking violation and shall be subject to the same penalties as those in effect for parking violations on the streets of the Borough of River Edge. A separate violation shall be deemed to have occurred for each twenty-four-hour period during which the motor vehicle, truck or other vehicle remains parked in violation of this chapter following the issuance of the initial summons and complaint.
A. 
Upon the declaration of an emergency, there shall be no parking upon streets or sections of streets where temporary EMERGENCY NO PARKING signs are displayed. The chief of police, or in his absence the ranking police officer, is authorized to declare an emergency and to direct the posting of EMERGENCY NO PARKING signs when weather conditions, accidents, fires, public celebrations, etc., dictate or require the avoidance of hazards or other conditions which interfere with the free flow of traffic. Notification that EMERGENCY NO PARKING signs are being or will be posted shall be given to the operator or owner of any vehicle which has been parked prior to the posting of the signs.
B. 
The effectiveness of this subsection is contingent upon signs being erected as required by law.
No person shall park a vehicle at any time upon any of the streets or parts of streets described in Schedule I (§ 400-27), attached to and made a part of this chapter.
No person shall park a vehicle between the hours specified on any day, except Sundays and public holidays, upon any of the streets or parts of streets described in Schedule II (§ 400-28), attached to and made a part of this chapter.
No person shall park a vehicle for longer than the time limit designated at any time between the hours listed on any day, except Sundays and public holidays, upon any of the streets or parts of streets described in Schedule III (§ 400-29), attached to and made a part of this chapter.

No person shall stop or stand a vehicle, whether attended or unattended, upon any of the streets or parts of streets described in Schedule IV (§ 400-30), attached to and made a part of this chapter.
A. 
In all commercial parking yards and parking places open to the public or to which the public is invited situated within 100 feet of the center line of Kinderkamack Road in the Borough of River Edge from Main Street to Voorhis Avenue, head-in, perpendicular and parallel parking is prohibited and angle parking at 45º is required.
B. 
No vehicle may park in any parking yard or parking places covered by this section for more than two hours.

A. 
Overnight parking of trucks on any streets in the Borough between the hours of 3:00 a.m. and 6:00 a.m. is hereby prohibited.
B. 
There shall be no parking of commercial vehicles, buses or trucks with commercial plates on any street within the Borough of River Edge during any hour of the day or night, except when the owner or operator is actually engaged in business or performing services.

Regulations governing municipal-owned parking lots, and except as modified for the Kinderkamack Road parking lot, as set forth in § 400-17, shall be as follows:
A. 
Hours.

(1) 
Hours. The parking of vehicles between the hours of 6:00 a.m. and 10:00 a.m. weekdays is hereby limited and restricted to vehicles owned and operated by bona fide residents of the Borough possessing the proper form of identifications, as hereinafter provided.
(2) 
Ten parking spaces on the westerly side of the municipal parking lot at River Edge Road between Park Avenue and Kinderkamack Road will be designated two-hour parking for residents and nonresidents.
B. 
Commercial vehicles. The parking of commercial vehicles is hereby prohibited in the municipal parking lot located on the north side of River Edge Road between Park Avenue and Kinderkamack Road.
C. 
Application for identification form. Application for the parking of vehicles shall be made at the police headquarters in the Borough upon forms supplied by the Police Department. Upon approval of the application, the Police Department shall issue a form of identification, which shall be affixed to the lower right side of the rear window.
D. 
Duration of identification form. The effective period of the form of identification shall be from March 1 to March 1 of the following year. Upon the issuance of identification as hereinbefore provided, and after identification has been affixed to the vehicle, the applicant may park the vehicle in the municipal parking lot for which issued in the Borough, within the lines established for the parking of one vehicle, daily throughout the effective period of the identification form.[1]

It shall be unlawful for anyone to park a motor vehicle in a parking space which is marked or posted "Handicapped Space," "Handicapped Parking" or by similar such terminology or by a symbol which has been designated to indicate parking has been limited to the handicapped unless the motor vehicle exhibits license plates issued by the State of New Jersey or some other motor vehicle licensing authority which indicates that the motor vehicle is utilized by a handicapped or physically impaired person. This provision shall apply to parking on public streets, all public parking lots and all private parking lots which are made available to the public by reason of operation of a business which invites the public to come upon the premises.

It shall be unlawful to park, stand, or stop a motor vehicle along the north curbline, from 210 feet east, measured from the entrance/exit into the municipal parking lot from Continental Avenue. This section of the municipal parking lot (five parking stalls) is designated "Ambulance Service Parking Only." Vehicles shall exhibit an approved insignia indicating the person is a member of the River Edge Volunteer Ambulance Service and that person is on duty in some capacity with the River Edge Volunteer Ambulance Service.

A. 
It shall be unlawful to park any vehicle in the municipal parking lot around Firehouse No. 1, located on the southwest corner of Tenney Avenue and Kinderkamack Road in the Borough of River Edge and known as part of Lots 15, 16 and 17 in Block 72B on the current Official Assessment Map of the Borough of River Edge, and Firehouse No. 2, located on the northwest corner of Ackerson Street and Kinderkamack Road and known as Lots 18 and 19 in Block 92 on the current Official Assessment Map of the Borough of River Edge. The purpose of this parking area is to permit the members of the Fire Department to park their personal vehicles while attending to their fire duties, to permit quick access to the Fire Department in the event of a fire or other emergency and to permit members of the Fire Department to park their personal vehicles while attending meetings in the Fire Department building.
B. 
The Police Department and all members thereof are hereby authorized to remove and tow away, or have removed and towed away by commercial towing service, any car or other vehicle illegally parked in the parking area designated above. Cars so towed away for illegal parking shall be stored in a safe place and shall be restored to the owner or operator of such car upon the payment of a reasonable towing fee approved by the Police Department. This is provided that the motor vehicle is removed from storage within 24 hours. In the event that the owner or operator fails to remove the vehicle from storage within the twenty-four-hour period designated above, he shall be charged additional storage fees thereafter. This is in addition to and not in lieu of any other fine which may be imposed for a violation of this section.

A. 
Parking in the municipal-owned parking lot located on the east side of Kinderkamack Road between Lincoln Avenue and Washington Avenue, (hereinafter referred to as the "Kinderkamack Road parking lot"), shall be limited to two hours between the hours of 6:00 a.m. and 10:00 p.m., Monday through Saturday.
B. 
Overnight parking. Overnight parking between the hours of 10:00 p.m. and 6:00 a.m. shall be permitted in the Kinderkamack Road parking lot by bona fide residents of the Borough whose vehicles so parked display the proper identification as provided in § 400-12 of this chapter.

A. 
The regulations established for parking at the River Edge Road Train Station Parking Lot pursuant to Ord. Nos. 783, 1034 and 1182 are hereby modified to permit parking in the River Edge Road Train Station Parking Lot only by River Edge residents, subject to all requirements set forth in this section.
B. 
Resident district number stickers. Only motor vehicle registered in accordance with N.J.S.A. 39:3-4 et seq., and displaying a valid River Edge resident district number sticker, may be parked in the River Edge Road Train Station Parking Lot.
C. 
Parking regulations.
(1) 
All vehicles are to be parked head in within the lined spaces designated for parking.
(2) 
Parking in any area other than described in Subsection C(1) is prohibited.
(3) 
The River Edge Police Department is authorized to prohibit parking whenever necessary for the public safety or when an emergent situation exists.
(4) 
In addition to the penalties herein imposed, any vehicle parked in violation of this section may be towed away, at the owner's expenses.
(5) 
Permits. The last date to submit applications for quarterly and yearly permits are as follows:

Penalty. Violation of this section shall be considered a motor vehicle parking violation and shall be subject to the same penalties as those in effect for parking violations on the streets of the Borough of River Edge.
F. 
Commuter parking permitted Monday through Friday, 5:00 a.m. to 7:00 p.m. Permits shall not be required to park in the River Edge Road Train Station Parking Lot on Saturdays and Sundays.

G. 
Application for permit(s) by owner(s) of a New Jersey registered vehicle(s) shall be restricted to one application per registered vehicle. Each River Edge applicant for a parking permit shall submit the parking fee with his application as established by the Borough of River Edge along with a copy of his or her license showing a River Edge address.

A. 
Kinderkamack Road North municipal businesses parking regulations on Grove Street Commercial Parking Lot.
(1) 
Only vehicles with numbered hangers will be permitted to park in the designated parking spaces on Grove Street.
(2) 
Parking regulations.
(a) 
All vehicles are to be parked head in within the lined spaces designated for parking.
(b) 
Parking in any area other than described in Subsection A(2)(a) is prohibited.
(c) 
The River Edge Police Department is authorized to prohibit parking whenever necessary for the public safety or when an emergent situation exists.
(d) 
In addition to the penalties herein imposed, any vehicle parked in violation of this section may be towed away, at the owner's expense.
(e) 
Grove Street Commercial Business District permits. Business owners and/or employees shall submit applications for quarterly and yearly permits as follows:

(f)

These regulations establish parking at the Hackensack Avenue Commuter Parking Lot for River Edge residents only, subject to all requirements set forth in this section.
B. 
Only vehicles with numbered stickers and resident district number stickers will be permitted to park in the designated parking spaces at the Hackensack Avenue Commuter lot.
C. 
Parking regulations:
(1) 
All vehicles are to be parked head in, in front of the numbered signs designated for parking.
(2) 
Parking in any area other than described in Subsection C(1) is prohibited.
(3) 
The River Edge Police Department is authorized to prohibit parking whenever necessary for the public safety or when an emergent situation exists.
(4) 
In addition to the penalties herein imposed, any vehicle parked in violation of this section may be towed away, at the owner's expense.
(5) 
Hackensack Avenue Commuter Parking Lot permits. River Edge residents shall submit applications for quarterly and yearly permits as follows:
(a) 
First quarter: December 16.
(b) 
Second quarter: March 16.
(c) 
Third quarter: June 16.
(d) 
Fourth quarter: September 16.
(e) 
Yearly: January 31.
(6) 
Parking permitted Monday through Friday 5:00 a.m. to 7:00 p.m. Permits shall not be required to park in the Hackensack Avenue Commuter Parking Lot on Saturdays and Sundays.
(7) 
Application for permit shall be restricted to one application per registered vehicle. Each applicant shall submit the parking fee with his application as established by the Borough of River Edge along with a copy of his or her license and registration.
D. 
Enforcement. This section is to be enforced by the Police Department of the Borough of River Edge or any other person or persons designated by the Mayor and Council of the Borough of River Edge.
E. 
Penalty. Violation of this section shall be considered a motor vehicle parking violation and shall be subject to the same penalties as those in effect for parking violations on the streets of the Borough of River Edge.
The locations described in Schedule V (§ 400-31), attached to and made a part of this chapter, are hereby designated as bus stops.

A. 
Whenever snow has fallen and the accumulation is such that it covers the street or highway, vehicles shall be removed and cleared from the enumerated streets or highways, and alternate side of the street or highway no parking will be in effect as follows.

(2)

Howland Avenue, north side, from Bogert Road to the easterly curbline of Cherry Mews, Monday, Wednesday, Friday and Saturday.
(b) 
Oxford Terrace, south and west sides, from Bogert Road to the north curbline of Rutgers Place, Monday, Wednesday, Friday and Saturday.
B. 
No parking on this side regulations pertaining to these streets or highways will be suspended for the period of time that the provisions for this section will be applicable.
C. 
The parking provisions set forth under this section shall remain in effect until the snow has ceased and the streets have been plowed sufficiently and to the extent that parking will not interfere with the normal flow of traffic.
D. 
Any unoccupied vehicle parked or standing in violation of this section shall be deemed a nuisance and obstacle, and any police officer may provide for the removal of the vehicle. The owner or lessee thereof shall pay the cost of the removal and storage which may result from such removal before regaining possession of the vehicle.
E. 
Property owners and/or renters shall be responsible for keeping fire hydrants clear of ice and snow wherever such hydrants abut to their properties.
F. 
Penalties for violation of provisions of this section. Unless another penalty is expressly provided by New Jersey statues, every person convicted of a violation of a provision of this section or any supplement thereto shall be liable to a penalty of not more than $50 or imprisonment for a term not to exceed 15 days, or both.

The stopping of vehicles for the discharge or pickup of children is hereby prohibited in the following locations:
A. 
West side of Oak Avenue between Continental Avenue and Webb Avenue school days between 8:00 a.m. and 4:00 p.m.
