Any person who violates a provision of this chapter regarding parking shall, upon conviction, be subject to the following fines:[2]
(1)
Not more than $25 for the first offense;
(2)
Not more than $35 for the second offense; and

C.
However, if notice of an offense under this chapter is given to the operator or owner of the motor vehicle by either being handed notice or by a notice ticket being affixed to his car, said ticket indicating the time, place and nature of the offense charged, no prosecution shall be instituted for a period of 72 hours, excluding weekends and holidays thereafter.
D.
If, during said 72 hours, an offender shall voluntarily appear at the Borough Offices at One Vine Street, Lansdale, Pennsylvania 19466, and voluntarily enter a plea of guilty and pay a fine of $15, said voluntary acts shall save the offender from prosecution and from the payment of the fine in the amount as set forth in Subsection A hereinabove.
