It is hereby declared that the existing waterworks and the sewage system of the City of Owensville shall henceforth be operated and maintained as a combined waterworks and sewage system, and that such combined system shall include the entire existing waterworks and the entire sewage system, together with all future improvements and extensions thereto, whether to the waterworks or to the sewage system, or to both.

Any person, firm, or corporation desiring to purchase water and sewer service from the City must make written application for the same at the Utility Office in said City, upon blanks to be furnished by the City, and shall deposit the sum of one hundred dollars ($100.00) with the City at the time of making such application, which said deposit shall be held by the City as security for the payment of bills for water and sewer service rendered thereafter. Said deposit shall not be returned to the customer until the time such customer ceases to use the water and sewer service from the City and has paid all bills owed by said customer to the City. Provided, however, that no owner of real property located within the City who desires water and sewer shall be required to make such deposit in order to secure such water and sewer service. No service shall be rendered to any person, firm, or corporation without full compliance with the conditions of this Section. Said application for service shall be filed with the office manager and preserved by him/her as part of the City's permanent records.

In lieu of taxes, the City Clerk shall collect and pay into the general fund of the City of Owensville, monthly, five percent (5%) of the revenue collections for electric industrial and municipal sales, water municipal sales and sewer charges supplied by the City's utility departments as a payment in lieu of taxes.
