A. Appointment.
The Mayor, with the approval of the Board of Aldermen, shall appoint
a Regulatory Control Officer who shall hold the office at the pleasure
of the Board of Aldermen and receive such compensation as the Board
of Aldermen may by resolution from time to time appoint.
B. Qualifications.
1. The Regulatory Control Officer must be capable of handling and caring
for animals and capable of operating and managing the City's Pound.
2. The Regulatory Control Officer must have a working knowledge of construction
practices and planning and zoning principles.
3. The Regulatory Control Officer must attend training sessions to learn
and stay current on all laws, ordinances and regulations in the areas
of animal control, construction principles, and nuisances, as defined
by City ordinances, and planning and zoning ordinances.
C. Duties.
1. The Regulatory Control Officer shall act as the Animal Control Officer
and shall regulate and enforce the animal regulations ordinances of
the City of Versailles, Missouri. The Regulatory Control Officer shall
operate and maintain the City Pound.
2. The Regulatory Control Officer shall regulate and enforce all the
nuisance ordinances of the City of Versailles, Missouri.
3. The Regulatory Control Officer shall act as the Zoning Officer and
regulate and enforce the planning and zoning ordinances of the City
of Versailles, Missouri.
4. The Regulatory Control Officer shall supervise the community service
workers of the City of Versailles, Missouri.
5. The Regulatory Control Officer shall be responsible for building
inspections of all building codes and building regulations within
the City of Versailles, Missouri.
6. The Regulatory Control Officer shall be available for such other
duties that are assigned to him/her by the Mayor of the City of Versailles,
Missouri.
7. The Regulatory Control Officer shall coordinate with the City Attorney
to enforce ordinance violations by providing to the City Attorney
violation notices for ordinance violations and to enforce the building
codes and building regulations and planning and zoning ordinances.
8. The Regulatory Control Officer shall provide such technical assistance
to the Board of Aldermen, Planning Commission, and Board of Adjustment
as they may require in the performance of their duties.
9. If Regulatory Control Officer has been refused access to a building,
structure or premises or any part thereof, and if he/she has probable
cause to believe that a violation exists on the premises, then upon
application by the City Attorney to the Municipal Court Judge and
a showing of the above, the Municipal Court Judge of the City of Versailles
may issue an administrative search and seizure warrant, describing
therein the specific location subject to the warrant. The warrant
shall specify what, if anything, may be searched and/or seized on
the property described. Such warrant shall be served at reasonable
hours and only by an official of the department in the company of
a uniformed Police Officer of the City of Versailles.
