GENERAL REFERENCES
Parks and recreation areas — See Ch. 274.
There is hereby established a Department of Parks and Recreation of the Borough of Lansdale.
The said Department shall have general charge of and responsibility for the parks and municipal recreation facilities of the Borough, including their equipping, maintenance and operation, as well as responsibility for planning and development of a recreation program for the citizens of the Borough.
The post of Parks and Recreation Director is hereby created with duties and authority as hereinafter set forth.[1]

The Parks and Recreation Director shall have the following duties and responsibilities, which he shall exercise under the supervision of the Borough Manager in accordance with the authority and responsibilities of the Borough Manager as specified in Ordinance No. 998,[1] as amended:
A. 
To equip and maintain the parks and recreation facilities of the Borough, except that such maintenance, restoration and repairs of the park real estate, buildings and equipment which can be done with available machinery, equipment, supplies and personnel of the Department of Public Works of the Borough shall be done by said Department, either at the direction of the Borough Manager or the request of the Parks and Recreation Director, but charged to the Department of Parks and Recreation budget.
B. 
To prepare and to submit to Borough Council annually, through the Borough Manager, a budget of anticipated income and expenses for the forthcoming year.
C. 
To consult with and to receive from the Parks and Recreation Committee, at mutually convenient times, advice concerning the maintenance and equipping of the parks and recreational facilities of the Borough, as well as the operation and planning of the recreation program of the Borough.

D. 
To carry out all policy matters as promulgated by the Borough Council.
E. 
To investigate, in consultation with the Borough Manager, all sources of funds available for departmental operations, both from charges for the use of the facilities and from available grants-in-aid, and to recommend to Borough Council, through the Borough Manager, schedules of charges and applications for available grants-in-aid.
F. 
To recommend to the Borough Council through the Borough Manager, a personnel organization with job descriptions and salary recommendations.
G. 
To carry out all other duties and programs as may from time to time be directed by the Borough Council.
H. 
In addition to the particular items herein provided for, to consult with and receive information from the Parks and Recreation Committee concerning the parks and recreation facilities and program of the Borough at all times as he shall deem helpful to him in the carrying out of his duties and responsibilities.

I. 
To plan and to recommend to the Borough Council a long-range plan for the development and maintenance of parks and a recreation program for the Borough and to keep the same under constant review and to update the same from time to time.

J. 
To recommend to the Borough Council the acquisition of additional park or recreation properties or the disposal of park or recreation properties which it may deem are not necessary to retain.

K. 
To explore and to recommend ways and means designed to cultivate a knowledge of and interest in the recreation program of the Borough and awareness, appreciation and use of the parks of the Borough by the citizens of Lansdale.

All of the foregoing duties and responsibilities of the Parks and Recreation Director shall be subject to the control of the Borough Council through the Borough Manager, and nothing herein shall be construed as a delegation of any of the powers, duties and responsibilities placed in the members of the Borough Council under the Borough Code or any other Act of Assembly.
