The provisions of this chapter shall apply to sewer service
to properties located outside the Borough limits unless agreements
between the Borough of Lansdale and the political subdivision in which
such properties are located provide for alternate sewer service arrangements.
The Borough, by its authorized agents, shall have the power
to enter upon the premises of any user of the sanitary sewage system
to examine and investigate all property and equipment, insofar as
the consumption of water and the discharge of sewage and industrial
wastes into the Borough sanitary system is affected thereby.
The Borough Council is hereby authorized to promulgate and enforce
such rules and regulations deemed necessary or desirable for the enforcement
of this chapter and for the safe, economical and efficient management,
control and protection of the Borough's sanitary sewer system and
sewage treatment works. Such rules and regulations shall be consistent
with the intent and objectives of this chapter.
A.
Should any of the provisions of this chapter be in conflict with
any contract or contracts for the use of the sanitary sewer system
now in effect, the provisions of such contract or contracts shall
apply to the extent of such conflict, whereupon the provisions of
this chapter shall apply in full.
B.
Any and all regulations, ordinances or parts thereof now or heretofore
in effect which may be in conflict with or be inconsistent with any
of the provisions of this chapter, to the extent of their conflict
and/or inconsistency, are hereby repealed.
