The Park Board shall be composed of seven (7) members, to be appointed by the Mayor, with the approval of the Board of Aldermen, and chosen from the residents of the City at large, with reference to their fitness for such office, and who shall be over eighteen (18) years of age.

The Mayor shall, with the approval of the Board of Aldermen, appoint members who shall hold office from the first (1st) day of June following their appointment until their successors are appointed. The first seven (7) members of the Park Board of Directors shall be appointed to staggered term.

Vacancies in the Park Board of Directors, occasioned by removal, resignation or otherwise, shall be reported to the Board of Aldermen, and shall be filled in like manner as an original appointment. No Director shall receive compensation as such.

The Directors of the Park Board shall, immediately after appointment, meet and organize, by the election from their number of a President, a Secretary, and such other officers as they may deem necessary. They shall make and adopt such by-laws, rules and regulations for their own guidance and for the government of the Parks of the City as may be expedient and not inconsistent with the provisions of this Article. All such rules and regulations shall be submitted to the Board of Aldermen for their approval or disapproval. The Park Board shall make recommendations to the Board of Aldermen as to expenditures of money for the Parks for maintenance, supervision, care and custody of said Parks for any remodeling, extension or purchasing of other Parks. All such recommendations will be considered by the Board of Aldermen and will be either passed or rejected.

The City shall make, on or before the second (2nd) Monday in May, an annual report to the Park Board of Directors, stating the condition of their trust on the first (1st) day of April of that year, the various sums of monies received from the Park Fund, and from other sources, and how much monies have been expended and for what purposes, with such other statistics, information and suggestions as they may deem of general interest.

Any person desiring to make donations of money, personal property or real estate, for the benefit of any park of the City, shall have the right to vest the title to the money, property or real estate so donated in the City of Troy. When accepted, according to the terms of the deed, gift, devise or bequest of such property, and as to such property, the Board of Aldermen shall be held and considered to be special trustees, and in all such cases shall be given to the City to be approved by the Mayor and Board of Aldermen and use by the Mayor and Board in accordance with ordinances, from time to time by resolution or otherwise directed.
