The provisions of this Title prohibiting the standing or parking of a vehicle shall apply at all times or at those times herein specified or as indicated on official signs except when it is necessary to stop a vehicle to avoid conflict with other traffic or in compliance with the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking shall not relieve any person from the duty to observe other and more restrictive provisions prohibiting or limiting the stopping, standing or parking of vehicles in specified places or at specified times.

A. 
The City Engineer or Chief of Police for the City of Troy shall place and maintain no parking signs when and as required under the traffic ordinances of the City to make effective the provisions of said ordinances and may place and maintain such additional no parking signs as he/she may deem necessary to provide the safety of the citizens of the City under the traffic ordinances of the City or under State law or to guide or warn traffic.
B. 
Any person found to be illegally parking in a restricted or no parking zone is subject to a fine not to exceed one hundred dollars ($100.00).
When signs are erected giving notice thereof, no person shall park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall park a vehicle between the hours specified by ordinance on any day except Sunday and public holidays within the districts or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof, no person shall stop, stand or park a vehicle between the hours specified by ordinance on any day except Sundays and public holidays within the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking time limit is imposed or parking is prohibited on designated streets, it shall be the duty of the City Traffic Engineer to erect appropriate signs giving notice thereof and no such regulations shall be effective unless said signs are erected and in place at the time of any alleged offense.

A. 
When signs are erected giving notice thereof, no person shall operate a vehicle of a gross vehicle license weight rating in excess of twenty-four thousand (24,000) pounds upon any of the streets or parts of the streets except those described in Schedule I. "Commercial Vehicles Prohibited" found at the end of this Title as from time to time amended by the Board of Aldermen of the City of Troy, except local trucks making deliveries to residents thereon of goods, wares, merchandise and household delivery including household moving trucks and also excepting any persons who reside on the street driving a motor vehicle to and from their home in order to commute to and from work.
B. 
Any persons in violations of this Section shall be punished by a fine of the minimum amount of twenty-five dollars ($25.00) and the maximum of five hundred dollars ($500.00).

It shall be unlawful for any person to park a motor vehicle upon the grounds or within any garage of any commercial establishment other than in the designated parking areas. It shall be unlawful for any person to fail or refuse to move a motor vehicle over which that person has control when that vehicle shall be interfering with the movement of other motor vehicles on the drives or other usual passageways upon the grounds or within the garage of a commercial establishment.

A. 
It is hereby prohibited for the driver of any semi-tractor/trailer to drive through, park or conduct any type of activity in a residential area except to drive to and from their place of residence or for local deliveries. The term "local delivery" means active loading or unloading of a semi-tractor/trailer or part thereof.
B. 
The driver of a semi-tractor without an attached trailer or any other attachment may park in a residential area if the following guidelines are complied with:
1. 
One (1) semi-tractor unit may park in a residential area on a designated driveway of the residence where the owner or driver of the semi-tractor unit resides.
2. 
Except for emergency repairs (i.e., battery, headlamp, tires), no mechanical maintenance of any kind may be performed on the semi-tractor unit while parked.
3. 
No engine or motors of any kind used by or in support of the semi-tractor unit or trailer may be operated in excess of ten (10) minutes while the semi-tractor is parked.
C. 
It is hereby prohibited for the owner/driver of any semi-tractor/trailer or any part thereof to park on any private or public parking lot in any residential area without permission from an agent of the property.
