A.
Standards. All new or changed wiring and equipment shall conform
to Borough standards, current standards of the National Electrical
Code, and those standards of local public authorities in force at
any time.
B.
Inspection required. The Borough shall render service only after
receipt of a notice of approval issued by an electrical inspection
agency duly recognized by the Borough. In no event shall the Borough
be under any obligation to inspect the wiring or appliances of the
applicant. The Borough may refuse to supply electricity to the applicant
if the Borough believes the wiring or appliances do not comply with
recognized requirements.
C.
Permits. The Code Enforcement Officer shall require that all applications
for permits for electrical work shall furnish proof that an application
for inspection of proposed electrical wiring or electrical apparatus
has been made to any Electrical Inspector authorized and qualified
to operate in the Lansdale area. The payment of all inspection fees
and charges of such organization shall be borne by the applicant.
No permit shall be required under this chapter for the following
electrical work:
A.
Repair work where the total costs of any and all electrical improvements
do not exceed the sum of $50.
B.
The connection of portable electrical appliances.
C.
Equipment installed or work performed by or for a public utility
operating under authority granted by the Public Utility Commission
of the Commonwealth of Pennsylvania.
D.
Equipment installed or work performed by a railway utility in the
exercise of its function as a utility and located in or on its right-of-way.
E.
Equipment used in connection with commercial radio and television
transmission.
All applicants for permits shall, within 30 days of the completion
of any building, structure or premises, obtain from the Code Enforcement
Officer or his designated representative an electrical certificate
of approval. Said certificate shall be issued only after receipt by
the Code Enforcement Officer or his designated representative of an
electrical inspection approval certificate from the approved electrical
organization as selected by the applicant. Failure to secure an electrical
certificate of approval shall be sufficient reason for the Code Enforcement
Officer or his designated representative to notify the Borough to
disconnect or refuse to connect electrical power to the subject building,
structure or premises.
Fees paid for an electrical permit or certificate of approval
shall be established and changed from time to time by resolution of
Council.
A.
Temporary service connection. Where it is necessary for the owner
to have electric service available for construction work on his property
before it is possible to secure the inspection certificate, the Borough
will grant a temporary service connection for a maximum period of
90 days at the risk of the owner.
B.
Temporary service. Temporary service is not recurrent in nature and
is required for special events, temporary structures or during construction
of permanent structures. Temporary service will be provided when and
where the Borough determines that such service is feasible.
C.
Removal of temporary service. Temporary service must be removed no
later than 12 months after date of connection except when a written
request granting a waiver of the 12 month limit is submitted to the
Borough and approved.
D.
Temporary extension of distribution system. Any temporary extension
of the distribution system necessary to provide the temporary service
connection shall be paid for by the customer, subject to credit for
materials returned in a first-class condition. Customer shall pay,
in advance, a nonrefundable temporary connection charge equal to the
Borough's estimated installed cost and net removal cost of all necessary
facilities, other than transformer, service drop, and metering. The
minimum charge shall be set by resolution.
