Meter sockets shall be specified by the Borough, installed by
the customer and maintained by the customer. The Borough reserves
the right to disconnect service when a socket is not maintained in
a safe, workmanlike operating manner. Meter sockets for transformer
rated meter installations will be specified and provided by the Borough
and paid for by the customer. Current transformers (CT's), test blocks,
and other equipment required for the metering installation will be
specified and provided by the Borough and paid for by the customer.
A.
Generally. The Borough shall designate the location of meter(s).
The customer shall provide a suitable place for the meter(s) and other
equipment.
B.
Mounting support. For secondary or primary metered installations,
the customer shall provide a support or other facility as required
for mounting of metering equipment. The customer is responsible for
keeping metering areas clean, clear of debris, and accessible to the
Borough at all times.
C.
Position of multiple meters. At buildings where multiple meters are
required, each meter position shall be clearly and visibly marked
in a permanent fashion so that each meter position is identified as
to the location to which service is being supplied.
The approach to meters shall not be hazardous nor obstructed
and shall always be accessible for reading and testing.
Meters shall not be located where they are subject to injurious
mechanical, thermal or chemical action.
Where meters are grouped together, the meters and service switches
for each apartment suite or office shall be marked plainly and permanently
for identification.
When necessary, meter loops extending 12 inches above the top
of the meter entrance shall be provided.
No installation having more than two branch circuits will be
allowed on a two-wire service.
All services shall conform to the current edition of the National
Electrical Code.
The service for three or more branch circuits must be a three-wire
cable service consisting of wires not smaller than No. 8.
Unless good and sufficient reason can be shown contrariwise,
the Borough will require outdoor meter installations, except where
otherwise directed by the Borough.
Where applicable, the consumer shall make provisions for the
installation of a detachable Type S meter.
At least four feet of the service entrance wire shall be left
projecting from the service entrance fitting for connection to the
Borough's lines.
Where a consumer requires a single or polyphase service installation
of more than four-hundred-ampere capacity, current transformers furnished
by the Borough shall be installed.
A.
Meter grouping. All meters in any one building shall be grouped in
one location.
B.
Capacity of meters. The meters, instrument transformers, service
connections, and equipment supplied by the Borough for each customer
have a definite load capacity and no additions to the equipment or
connected load will be allowed except by prior written consent by
the Borough.
C.
Relocation of meters.
(1)
At customer's request. All costs for moving an installed electric
meter at the request of the customer will be borne by the customer.
(2)
At Borough request. Relocation of the electric meter at the
Borough's request will be done at no cost to the customer. The customer
will be notified by mail so that arrangements can be made to curtail
the electric service for reinstallation. If there is any violation
of the terms and conditions of services under these rules and regulations
that requires a relocation of the electric meter, the cost will be
borne by the customer.
