The Mayor may appoint a Zoning Administrator, if he/she deems advisable, subject to the approval of the City Council.

A. 
The Zoning Administrator's duties include, but are not limited to, the following, to wit:
1. 
Keep records of zoning activities.
2. 
Establish application and permit blanks for use in issuing permits.
3. 
Issue building, plumbing, digging, demolition, moving, conditional use, home occupation and all other permits relating to zoning or building codes.
4. 
Schedule public hearings and notify adjoining property owners of same.
5. 
Assist other departments in matters of land ownership and deeds.
6. 
Inspect existing buildings for compliance with codes and issue certificates of use and occupancy.
7. 
Administer tests for licensure of contractors which will be approved as to content by the City Engineer.
8. 
Make reports on building construction and demolition to the Federal Bureau of Census.
9. 
Check construction sites for compliance with current zoning ordinances and building codes.
10. 
Issue certificates of use and occupancy on new structures when final building, electrical and plumbing inspections have been received.
11. 
Administer City subdivision and platting ordinances.
12. 
Check proposed commercial building plans for compliance with City Codes and file all reports and plans for future use.
13. 
Investigate complaints and enforce City Codes dealing with public nuisances and/or the health, safety and welfare of the citizens of Chillicothe.
14. 
Such other duties as are assigned by the City Engineer.
