There is hereby established within the City a citizens advisory board known as the City Airport Board. The purpose of the City Airport Board is to provide citizens input, advice and recommendations to the Mayor and City Council regarding policy relating to the operation of the municipal airport and related facilities.

The City Airport Board shall consist of five (5) members who shall be electors of the City and shall have resided in the City for not less than two (2) years before their appointment.

The members of the City Airport Board shall be appointed by the Mayor and confirmed by a majority of the City Council then present.

The members of the City Airport Board shall hold office for terms of four (4) years each or until their successors are appointed and qualified. No one shall be reappointed to serve more than two (2) consecutive four (4) year full terms together with the balance of any unexpired term if filling a vacancy.

In case of a vacancy, the vacancy shall be filled in the same manner as original appointments are made, but the vacancy shall be filled only for the unexpired term of such vacating member.

Annually, each January, the said members of the City Airport Board shall elect one (1) of their members as President, one (1) of their members as Secretary and from their members elect other such officers as they deem necessary.

The City Airport Board will provide advice and recommendations to the City Council and City Administrative Office on the management, operation, maintenance, care and supervision of the municipal airport facilities, grounds, equipment, improvements and all property pertaining thereto.

The City Airport Board shall make and recommend to the City Council for adoption such bylaws, rules and regulations for their guidance and for the government of the municipal airport and other facilities as may be expedient and not inconsistent with this Chapter.

The Airport Board shall meet every other month commencing in February 2018, with the date of such meeting to be on the second Tuesday of the month. The City Clerk shall be notified of any meeting and shall assist the Airport Board in providing notice of such meeting as required by law.

The City Airport Board shall recommend to the City Council for employment by the City an Airport Manager and such other assistants and employees as may be necessary, subject to the City's hiring promotion policies.

At its meetings the Airport Board will review the income and expenses of the municipal airport and may advise the City Council on any matters regarding such income and expenses.

The City Airport Board will recommend to the City Administrator an annual airport budget for submission to the City Council for approval.

The City Airport Board shall review and recommend contracts regarding municipal airport matters to the City Council.

The City Airport Board shall have the additional limited authority to set, as necessary, fees and conditions for use of airport facilities and the sale price of all commodities and goods sold in the ordinary course of business at the airport.

The Airport Manager, airport employees and the City Administrator will provide such information and assistance to the City Airport Board as is reasonably necessary for the City Airport Board to carry out its duties.
