No animal known to be diseased shall be sold or accepted for
sale while the disease is active.

In all instances in which a diseased or injured animal, whether
domestic or wild, is suffering as a result of such disease or injury
and the owner thereof is unknown or the animal is stray, such animal
shall be humanely destroyed.
