The purpose of the "MU" Multiple Use Zone District shall be to permit older, distressed areas of the community to redevelop by allowing land use arrangements that are well planned, well designed and compatible with one another, but which arrangements may exhibit more flexibility that is permitted elsewhere in the City. This district will typically be in an older neighborhood alongside railroad tracks or other corridors, where existing land uses already exhibit a mixture of land used including residential, commercial, public and/or light industrial. The "MU" District is not intended for use in promoting spot zoning outside of the original intended older neighborhoods in the City.

A. 
The following land uses are permitted in the "MU" Mixed Use District:
1. 
Public elementary and high schools supported in whole or in part from public funds and private schools maintained primarily for the giving of general elementary or high school academic institutions, which children between the ages of five (5) and eighteen (18) years of age may legally attend in lieu of compulsory attendance upon a public full-time day school.
2. 
Single-family and two-family residences, condos, manufactured homes as defined herein.
3. 
General commercial establishments, provided such uses do not create nuisances related to excessive parking requirements on street, excessive noise, congestion or are at a scale which, in the opinion of the Zoning Administrator, is out of harmony with the surrounding character of the neighborhood.
4. 
Light industrial uses, provided that they do not create excessive on-street parking demands, are not out of scale with the neighborhood, do not create excessive noise, dust, odors, vibration, glare of lights and are less than ten thousand (10,000) square feet in production floor space size.
5. 
Warehouses for the storage of non-hazardous materials, with "hazardous" as defined by Title III of the Federal Environmental Protection and Community Right-To-Know Act of 1991, as amended.
6. 
Museums, libraries, parks, playgrounds or commercial centers publicly operated.
7. 
Greenhouses for the planting, growing and harvest of crops, shrubs or other horticultural product of value.
8. 
Child day care centers, provided that surrounding land uses are compatible, in the opinion of the Zoning Administrator.
9. 
Churches or other establishments primarily devoted to religious worship.

Customary accessory uses are permitted, providing such uses are clearly and directly incidental to the principal uses, as interpreted by the Zoning Administrator.

A. 
The following uses in the "MU" District shall require issuance of a conditional use permit:
1. 
Mobile home park.
2. 
Residential care facility, a hospital.
3. 
Wireless communication antennae.
4. 
Apartment buildings or multi-family dwellings of three (3) households or greater in size.
5. 
Medical or dental clinics.

In the "MU" District, the development regulations respecting minimum lot and parcel area, minimum setback distances for buildings and structures and maximum number of stories and height for buildings and structures shall be:

Notwithstanding the provisions of Section 405.430, in the "MU" District, the minimum area of a lot, as shown on a final subdivision map approved by the City, is less than six thousand (6,000) square feet, but not less than five thousand (5,000) square feet, shall be the area shown for such lot or parcel on such subdivision map.

The minimum number of off-street parking spaces required for uses conducted in the "MU" District shall be the total number of spaces required for all uses therein.
