Each and every vehicle for hire operator on the streets of the
City shall have affixed thereto at a location in plain view of any
passenger therein a place card setting out the rates for vehicle for
hire services and such rates shall be so shown thereon as to be readily
visible to and readable by any occupant of such vehicle for hire.
