The President, at the first regular meeting in the month of May of each year, shall appoint, by and with the advice and consent of the Village Board, a Village Treasurer for the ensuing fiscal year.

The Village Treasurer shall give bond in such sum as determined by the Village Board in an amount not less than required by the Illinois Municipal Code. The bond shall be conditioned upon the faithful performance by the Village Treasurer of his or her duties of office and to indemnify the Village for any loss due to any neglect of duty or wrongful act on the part of the Village Treasurer.
The Village Treasurer shall perform such duties as may be prescribed for him or her by statute or by ordinance. He or she shall receive all money paid in the Village, either directly from the person paying it or from the hands of such other officer as may receive it. He or she shall pay out money only on vouchers or orders properly signed by the Village Clerk and the President.
The Village Treasurer shall deposit the Village funds in such depositories as may be selected from time to time as provided by law. He or she shall keep the Village money separate and distinct from his or her own and shall not intermingle his or her own money with it or make private or personal use of the Village funds.
The Village Treasurer shall keep records showing all money received by him or her, the sources from which it was received, and the purpose for which it was paid out. He or she shall keep a record showing the financial status of the Village at all times.
The Village Treasurer shall keep such books and accounts as may be required by the Village Board, and shall keep them in the manner required by the Village Board.

The Village Treasurer or designee shall make monthly reports to the Village Board showing the state of the finances of the Village and the amounts received and spent during the month, which reports shall be filed. He or she shall also make an annual report between May 1 and May 10, with the total amount of all receipts and expenditures of the Village and his or her transactions as Village Treasurer during the preceding fiscal year. The annual report shall be filed with the Village Clerk and made available for public inspection.
The Village Treasurer shall keep a register of all warrants, bonds, or orders filed with him or her or paid by him or her and all vouchers, as is required by statute.
