A. The
Mayor, with the consent and approval of a majority of the members
elected to the City Council shall have the authority to appoint a
Chief of Police to serve at the pleasure of the Mayor and City Council
for a term of four (4) years.
B. The
minimum criteria and qualifications for appointment to the position
of Chief of Police, shall include, but not be limited to, the following:
1. Minimum three (3) years Police experience, supervisory experience
preferred;
2. Minimum law enforcement training hours required by State of Missouri;
3. Associates Degree or its equivalent in minimum college course hours;
4. Passage of drug testing pre-employment screening;
5. Possession of valid driver's license and certificate by Missouri
Department of Public Safety;
6. Residence within the City of Louisiana within ninety (90) days of
appointment;
7. Ability to meet minimum physical requirements to perform necessary
job functions including, but not limited to, the ability to observe
and analyze situations as well as hold and grip objects; and
8. Possess the ability to perform duties and responsibilities, both
law enforcement and administrative, necessary to perform essential
job functions as Chief of Police.
C. All
potential appointees to the position of Chief of Police may be subject
to a reference check and criminal history background check, as well
as screening and testing for a psychological evaluation at the request
of the Mayor.

A. The
Chief of Police shall be responsible for the day-to-day operations
of the Police Department, including the direct supervision of all
Police Department employees, subject to any applicable State laws
and City ordinances.
B. The
Chief of Police shall exercise independent judgment as a Law Enforcement
Officer in the performance of law enforcement functions and in the
supervision of Police Officers performing such functions.
C. The
Chief of Police is expected to devote a portion of his or her work
time, on a regular basis, to patrol duties and investigations.
D. The
Chief of Police shall recommend to the Mayor and City Council adoption
of such measures as he/she may deem necessary or expedient for the
safety or welfare of the City or for the improvement of law enforcement
services for the City, including without limitation the adoption or
revision of specific Police Department policies. The Mayor or City
Council may also initiate adoption or revision of Police Department
policies, but only after consultation with the Chief of Police regarding
same.

The Chief of Police or police officer assigned by the Chief
of Police shall attend all sessions of the Municipal Court and preserve
order in the courtroom.

The Chief of Police or police officer assigned by the Chief
of Police shall be ex officio sergeant-at-arms of the City Council,
shall attend Council meetings and preserve order in the Council chamber
and shall execute the Council's orders, notices or mandates.

The Chief of Police shall safely keep all money or property
coming into his/her hands as a result of the arrest of any person
charged with a crime or a misdemeanor. He/she shall report the money
or property to the Municipal Judge, and such money or property shall
be disposed of as directed by the Municipal Judge.

No member of the City Council shall directly or indirectly interfere
with the conduct of the Police Department, or any employees subordinate
to the Chief of Police.
