It shall be lawful for the officer in command at a fire to direct the cutting down and removal of any building, structure or fence for the purpose of checking the progress of a fire if necessary. With the advice and concurrence of at least two (2) members of the City Council or of the Mayor and one (1) member of the City Council, the officer in command at a fire shall have the power to blow up or cause to be blown up any building or other structure during the progress of a conflagration for the purpose of checking or extinguishing the fire.
