The provisions of this Title prohibiting the standing or parking
of a vehicle shall apply at all times or at those times herein specified
or as indicated on official signs except when it is necessary to stop
a vehicle to avoid conflict with other traffic or in compliance with
the directions of a Police Officer or official traffic control device.
The provisions of this Title imposing a time limit on parking
shall not relieve any person from the duty to observe other and more
restrictive provisions prohibiting or limiting the stopping, standing
or parking of vehicles in specified places or at specified times.
When signs are erected giving notice thereof, no person shall
park a vehicle at any time upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof,
no person shall park a vehicle between the hours specified by ordinance
on any day except Sunday and public holidays within the districts
or upon any of the streets described by ordinance.
When signs are erected in each block giving notice thereof,
no person shall stop, stand or park a vehicle between the hours specified
by ordinance on any day except Sundays and public holidays within
the district or upon any of the streets described by ordinance.
Whenever by this Title or any ordinance of the City any parking
time limit is imposed or parking is prohibited on designated streets,
it shall be the duty of the City Traffic Engineer to erect appropriate
signs giving notice thereof and no such regulations shall be effective
unless said signs are erected and in place at the time of any alleged
offense.

In cases where an equally direct and convenient alternate route
is provided, an ordinance may describe and signs may be erected giving
notice thereof that no persons shall operate or park any commercial
vehicle weighing three (3) tons or more upon streets or parts of streets
so described except those commercial vehicles weighing three (3) tons
or more making deliveries thereon.
Streets which commercial vehicles weighing three (3) tons or
more are allowed (Truck Routes) are set out in Schedule IX.

It shall be unlawful for any person to encumber any highway
or sidewalk within the City by placing or parking, or causing to be
placed or parked thereon, any vehicle for a period of time exceeding
twenty-four (24) hours at any one place.

A. Except when in the process of loading or unloading, no person shall
keep or park on any street in the specified area, nor in a municipal
parking lot, any bus, tractor, farm machinery, aircraft, semi-tractor
trucks, semi-tractor trailers, truck beds mounted on chassis, trash
or sanitation trucks, mobile homes, farm or livestock trailers, commercial
equipment licensed in excess of 18,000 pounds gross vehicle weight,
unpermitted dumpsters or demolition trailers, commercial fleet vehicles
exceeding two in number, boats or personal watercraft, recreational
vehicles, golf carts, go-carts, trailers, fifth-wheel trailers, campers,
camper shells, wheeled towing frames, mowers, and devices of similar
scale for a period of more than twenty-four (24) hours.
B. The specified area is defined as the main thoroughfare, including
shoulders, of the following streets: Main Street from Tennessee to
South Carolina, Third Street from Tennessee to South Carolina, Fourth
Street from Tennessee to South Carolina, Fifth Street from Tennessee
to South Carolina, Sixth Street from Tennessee to South Carolina,
Seventh Street from Tennessee to South Carolina, Tennessee Street
from Main to Seventh, Georgia Street from Main to Seventh, and South
Carolina from Main to Seventh.
