There is hereby established within and for the City a Planning
and Zoning Commission which shall consist of not more than fifteen
(15) nor less than seven (7) members, including the Mayor, if the
Mayor chooses to be a member; a member of the City Council selected
by the Council, if the Council chooses to have a member serve on the
Commission; and not more than fifteen (15) nor less than five (5)
citizens appointed by the Mayor and approved by the City Council.
The citizen members of the Planning and Zoning Commission shall be
appointed for terms of four (4) years. Any vacancy in a membership
shall be filled for the unexpired term by appointment as aforesaid.
The City Council may remove any citizen member for cause stated in
writing and after public hearing. No person shall be appointed to
the Planning and Zoning Commission who is engaged in a business that
might cause him/her to be financially interested in contracts with
the City in connection with any program of urban redevelopment, low
cost or other housing development or any construction project that
might grow out of the deliberations of the Planning and Zoning Commission.
The members of the Planning and Zoning Commission shall serve as such
without compensation. The Planning and Zoning Commission shall select
from among its citizen number a Chairman and a Secretary.

It shall be the duty and the responsibility of the Planning
and Zoning Commission to establish for themselves an agenda, to add
to the agenda and to amend it from time to time. On the basis of studies
prepared by advisory committees and subcommittees, the Planning and
Zoning Commission shall recommend to the City Council whatever measures
may be necessary for improving the future, the health and the welfare
of the citizens of the City and surrounding communities. The Planning
and Zoning Commission shall employ such consultants and obtain such
technical assistance as may be necessary in fulfilling these responsibilities.

The Planning and Zoning Commission shall certify all bills and
accounts to the Mayor monthly and shall authorize the Secretary to
incur such expenditures as may be necessary in carrying out the objectives
of this Article within the limitations of funds appropriated for such
purpose by the City Council.

The Secretary to the Planning and Zoning Commission shall also
serve as Secretary to all advisory committees and subcommittees of
the Commission. He/she shall be responsible for keeping the minutes,
files and records of all proceedings of the Commission and the advisory
committees and subcommittees of the Commission, shall be responsible
for administering all research projects undertaken by the Commission
and shall perform such other duties as may be established by the Commission.

The Planning and Zoning Commission shall establish such advisory
committees and subcommittees as may be necessary to gather necessary
information, facts, data and statistics that may be useful in carrying
out the agenda of the Commission. Members of advisory committees and
subcommittees may be selected from among the voters of the City and
the Planning and Zoning Commission shall develop such organization
as may be advisable for the advisory committees and subcommittees.

The Comprehensive Plan as adopted by and presented to the City
Council by the Planning and Zoning Commission from time to time, either
in whole or as part thereof, shall be the Comprehensive Plan of the
City of Louisiana.
