A certain document, three (3) copies of which are on file in the office of the City Clerk of the City of Louisiana, being marked and designated as the International Building Code, 2003 Edition, as published by the International Code Council, be and is hereby adopted as the Building Code of the City of Louisiana in the State of Missouri for regulating and governing the conditions and maintenance of all property, buildings and structures; by providing the standards for supplied utilities and facilities and other physical things and conditions essential to ensure that structures are safe, sanitary and fit for occupation and use; and the condemnation of buildings and structures unfit for human occupancy and use and the demolition of such structures as herein provided; providing for the issuance of permits and collection of fees therefore; and each and all of the regulations, provisions, penalties, conditions and terms of said Building Code on file in the office of the City Clerk of the City of Louisiana are hereby referred to, adopted and made a part hereof, as if fully set out in this Article, with the additions, insertions, deletions and changes, if any, prescribed in Section
500.020 of this Article.

The following Sections of the Building Code adopted in Section
500.010 hereof are hereby revised:
Section 101.1. These regulations shall be known
as the Building Codes of the City of Louisiana, hereinafter referred
to as "this code".
Section 110.4, Demolition—Fees, is added
to read as follows:
110.4. Demolition—Fees. The fee for a
permit for the demolition of a building or structure shall be ten
dollars ($10.00). Cities and Counties which issue building permits
shall reprint the following on each permit or on a separate notice:
Notice: The disposal of demolition waste is regulated by the
Department of Natural Resources under Chapter 260, RSMo. Such waste,
in types and quantities established by the Department, shall be taken
to a demolition landfill or a sanitary landfill for disposal.
Section 112.3.1, Fees, is amended to read as
follows:
112.3.1. Fees. The fees for building permits
shall be in accordance with the following schedule:
Each permit will have a plan examination fee of ten dollars
($10.00); each building permit will also be charged three dollars
($3.00) per one thousand dollars ($1,000.00) of estimated cost of
construction and two cents ($0.02) per square foot of construction
area. There will also be a ten dollar ($10.00) fee per inspection
based on the number of inspections needed for each project. If additional
inspections are required, there will be a charge of thirty-five dollars
($35.00) per hour.
Section 114.1, General, shall read as follows:
114.1. General. The application for the permit
shall be accompanied by not less than two (2) copies of specifications
and drawings drawn to scale, with sufficient clarity and detail dimensions
to show the nature and character of the work to be performed, including
general construction, structural, mechanical and electrical work.
Each separate sheet of the required drawings and each set of specifications,
for all buildings except buildings herein exempted, shall bear the
seal and signature of a registered architect or a registered professional
engineer in good standing on the records of the Missouri State Board
of Registration for Architects and Professional Engineers and stating
that said plans are in conformance with the codes adopted by the City
of Louisiana. Buildings exempted from these requirements are:
Single-family dwellings.
Two-family dwellings.
Buildings with a volume of not more than twenty thousand (20,000)
cubic feet which do not provide for the employment, housing or assembly
of more than ten (10) persons.
Buildings not over one thousand two hundred (1,200) square feet
in ground area which do not exceed thirty (30) feet in height from
the lowest floor to the uppermost ceiling and which do not provide
for the employment, housing or assembly of more than ten (10) persons.
Additional inspections made necessary through the failure of
any contractor or builder to comply with the provisions of any building
code of the City shall be cause for an extra electrical inspection(s).
For each such extra inspection, a fee in such amount as established
by the Council from time to time and shall be charged against and
paid by the contractor or builder to the City. Nothing in this Section
shall be construed to require extra fees for the several inspections
made necessary in the regular order of conforming work.
Section 114.3.1, Moving of buildings, is amended
to read as follows:
The fee for a building permit for the removal of a building
or structure from one (1) lot to another or to a new location on the
same lot shall be based on the estimated cost of moving plus the cost
of new foundations and all work necessary to place the building or
structure in its completed condition in the new location. If such
estimated cost is two thousand dollars ($2,000.00) or less, the fee
shall be one hundred dollars ($100.00). If such estimated cost is
in excess of two thousand dollars ($2,000.00), the fee shall be one
hundred dollars ($100.00) plus ten dollars ($10.00) for each additional
one thousand dollars ($1,000.00) or fraction thereof.

Section 2906.1, Filing, is amended by inserting
"twenty-five thousand dollars ($25,000.00)" in the blanks in such
Section.

Nothing in this Article or in the code hereby adopted shall be construed to affect any suit or proceeding impending in any court, or any rights acquired, or liability incurred, or any cause or causes of action acquired or existing under any act or ordinance hereby repealed as cited in Section
500.040 of this Article; nor shall any just or legal right or remedy of any character be lost, impaired or affected by this Article.

All other ordinances or parts of ordinances in conflict herewith
are hereby repealed.

Any person who shall violate a provision of this code or shall
fail to comply with any of the requirements thereof or who shall erect,
construct, alter or repair a building or structure in violation of
an approved plan of or directive of the Code Official or of a permit
or certificate issued under the provision of this code, shall be guilty
of a misdemeanor punishable by a fine of not more than five hundred
dollars ($500.00) or by imprisonment not exceeding ninety (90) days,
or both such fine and imprisonment. Each day that a violation continues
after due notice has been served shall be deemed a separate offense.
