The powers and duties of the Street Commissioner shall be exercised
by the City Administrator.

A. The
duties of the Street Commissioner shall be to:
1. Personally superintend and direct all the labor required to be done
in the opening, widening, grading, guttering, paving or other improvement
of any street, alley, sidewalk or thoroughfare of this City;
2. Give his/her personal attention to and direct the labor employed
in the construction of any building, bridge, culvert, drain, sewer
or in the improvement of any public park or cemetery or other public
place whenever so required by this Code or other ordinance or resolution
of the City Council;
3. See that all streets, alleys, sidewalks, gutters, drains and sewers
are kept free from obstructions and in a clean condition;
4. Cause to be removed any dead animal or other nuisance or obstruction
he/she may find in or upon any street, alley, sidewalk, thoroughfare
or other public place within this City;
5. See that the conditions of all contracts with the City for any kind
of street work of the City or for the construction or repair of any
building, bridge, culvert, drain or sewer or for any other public
work or improvement of the City are faithfully complied with in every
particular;
6. Take care that no damage shall accrue to any street or other City
property in consequence of any authorized excavation or by reason
of any excavation made for the purpose of laying water or gas mains
or making sewer, water or gas connections or from the laying of any
street or railway track; and
7. See that the work of refilling the excavations provided for in Subsection
(6) of this Section and the work of restoring the street or pavement is done in a proper manner and without injury to the City or any citizen thereof.

The Street Commissioner shall have the care and custody of all
tools, machinery, implements or other property of the City used by
him/her and under his/her control and shall be held responsible for
their loss or abuse. He/she shall, at the end of each year, file with
the City Council a detailed report of all the tools, machinery, implements,
and other property owned by the City and under his/her control and
particularly describe the condition of all such property. Upon vacating
his/her office, he/she shall cause all such property to be turned
over to his/her successor in office or to the Committee on Streets
and Alleys.
