A. 
Lateral Sewer Repair Fund Fee Imposed.
1. 
Effective with the 2011 Real Property Tax Year, the maximum annual fee of twenty-eight dollars ($28.00) levied and imposed pursuant to voter approval, Ord. 2006, and Sections 249.422 et seq. RSMo., in 1999 shall be reduced to an annual fee of eighteen dollars ($18.00) levied and imposed for each lateral sewer service line on residential property having six (6) or less dwelling units to provide the funds to pay the cost of certain repairs of defective lateral sewer service lines on or connecting such dwelling units, including all defective portions of the lateral sewer service line from the residential structure to its connection with the public sewer system line.

Effective with the 2015 Real Property Tax Year, such annual fee shall be increased back to the maximum annual fee of twenty-eight dollars ($28.00) levied and imposed for each lateral sewer service line on residential property having six (6) or less dwelling units to provide the funds to pay the cost of certain repairs of defective lateral sewer service lines on or connecting such dwelling units, including all defective portions of the lateral sewer service line from the residential structure to its connection with the public sewer system line.
B. 
Condominium Property — How Treated. Such fee is also imposed upon condominiums with six (6) or less condominium units served by a common lateral sewer line, and, in such instance, each condominium unit shall be responsible for its proportionate share of the fee. Any condominium unit that is served by its own individual lateral sewer line shall be considered an individual residence and assessed the fee regardless of the number of units in the building or development. Any condominium owner or association that disputes its classification hereunder or the calculation of the particular fee which appears on the annual real property tax bill shall notify the St. Louis County Collector of Revenue and resolve such dispute.
C. 
Collection Of Fee. Such fees are and shall be collected by St. Louis County on behalf of the City through annual real property tax bills due each December 31 and promptly transferred to the City.
D. 
Fund. The funds collected for repairs of defective lateral sewer service lines shall be deposited in a special account, to be known as the ''Sewer Lateral Repair Program Fund," which shall be established and administered by the Finance Department to be used solely for the purpose of paying for costs reasonably associated with and necessary to administer and carry out such repairs. For claims received on or before September 30, 2023, the fund shall reimburse the property owner for fifty percent (50%) of approved and documented repair and video inspection costs, up to a maximum amount of seven thousand five hundred dollars ($7,500.00). For claims received on or after October 1, 2023; the fund shall reimburse the property owner for seventy percent (70%) of approved and documented repair and video inspection costs, up to a maximum amount of seven thousand five hundred dollars ($7,500.00). All interest generated on such deposited funds shall accrue to the special account established for the repair of lateral sewer service lines.

E. 
Program Policies. The Finance Director may adopt such policies, procedures, forms, and requirements, not inconsistent herewith, as he or she deems appropriate from time to time to administer the Sewer Lateral Repair Program Fund, and the Public Works Director may adopt such policies, procedures, forms, and requirements, not inconsistent herewith, as he or she deems appropriate from time to time to administer the Sewer Lateral Repair Program.
