An administrative code shall provide a complete plan of structure and organization of the city government. The administrative code may authorize the city administrator to promulgate regulations dealing with questions of organization and structure. The administrative code and any regulations promulgated pursuant thereto shall be consistent with this charter. The administrative code shall provide for at least the following standing commissions and boards: Planning and Zoning, Board of Adjustment, Police, Finance and Parks and Recreation.
No later than January 1, 1977, the city council shall adopt by ordinance an administrative code which may be as submitted by the ad hoc committee or as modified or changed by the city council. Thereafter, the city council shall have the power and authority to amend the administrative code as it alone may determine from time to time. Until such time as the administrative code has been adopted, the mayor and the city council shall appoint a tax collector pursuant to Section 4.4(i).

There shall be a comprehensive personnel code for city officials and employees. The personnel code shall provide that all appointments and promotions of city officers and employee except those of the city administrator and department heads shall be made solely on the bases of merit and fitness demonstrated by examination or other evidence of competence. The city administrator shall be authorized to promulgate regulations dealing with personnel matters. Any regulations promulgated by the City Administrator shall be consistent with this charter and the code. The city council shall have the power and authority to adopt and amend the personnel code as it alone may determine from time to time.
