The department of law shall be headed by the City Attorney. He shall be a licensed member of the bar of the State of Missouri. He shall be appointed by the Mayor upon approval of two-thirds of the members of the Council. His duties and compensation shall be fixed by ordinance.

Upon recommendation of the Mayor, the Council may provide for one (1) or more assistant City Attorneys. Said assistant or assistants shall be licensed members of the bar of the State of Missouri and shall be appointed by the Mayor upon approval of two-thirds of the members of the Council. Duties and compensation for such assistant or assistants shall be fixed by ordinance.

The Council may employ special counsel as it deems necessary and shall fix the duties and compensation therefor by ordinance.
