This article shall be known and may be cited as the "Middle
Smithfield Township Ordinance Authorizing the Intermunicipal Agreement
Establishing the Oak Grove Multimunicipal Compost Processing Program."
The Intermunicipal Agreement Establishing the Oak Grove Multimunicipal
Compost Processing Program, marked as Exhibit A, attached hereto and
incorporated herein by reference,[1] is hereby approved, adopted, and authorized, provided
that the Township of Smithfield and the Township of Lehman, by appropriate
official action, approve, adopt, and authorize the execution of the
same agreement. The Board of Supervisors may approve future amendments
to the agreement by resolution, instead of ordinance, provided such
amendments do not substantially increase the financial obligations
of the Township under the agreement.

The Board may by resolution adopt procedures and regulations
to implement the agreement approved by this article, pursuant to the
Intergovernmental Cooperation Law, Act of December 19, 1996, P.L 1157,
found at 53 Pa.C.S.A. § 2304 et seq.
