The management, supervision, improvement and care of all designated park lands within the City is delegated to the Park Board of the City of Weatherby Lake, Missouri, under the supervision of the Board of Alderpersons.

The Park Board shall consist of nine (9) directors chosen from the citizens at large with reference to their fitness for that office. The directors shall be appointed by the Mayor and approved by the Board of Alderpersons. No member of the municipal government shall be a member of the Park Board.

All directors shall hold office for three (3) years and until their successors are appointed. The Mayor may, with the consent of the Board of Alderpersons, remove any director for misconduct or neglect of duty.

Any vacancies in the Board of Directors occasioned by removal, resignation or otherwise shall be filled in the same manner as the original appointments.

The Park Board shall make and adopt such bylaws, rules and regulations for the guidance and government of the parks as they deem expedient. The Park Board shall have all other powers granted by State law for the purpose of establishing and maintaining the public park lands within the City.

On or before the second (2nd) Monday in June, the Board of Directors shall make an annual report to the City Council describing the activities of the Park Board as of May first (1st) of that year.

It is the mission of the Weatherby Lake Historical Committee to identify, collect, display and preserve artifacts and materials significant to the history of Weatherby Lake.

The Weatherby Lake Historical Committee bylaws, Article I through Article VI and Articles IX and X are set forth below in Sections 130.090 through 130.160.

The name of this municipal committee of the City of Weatherby Lake, Missouri, shall be the Weatherby Lake Historical Committee.

The Weatherby Lake Historical Committee shall maintain the archives and preserve such materials and artifacts that represent the people and places significant to our growth as a community; provide accessibility to all who wish to examine or study such archived material; and identify and recommend the preservation of historic buildings, monuments, markers and sites deemed significant. The Committee will work under the direction of the elected City Board of Alderpersons.

A. 
Offices. The principal offices of the Weatherby Lake Historical Committee of the City of Weatherby Lake shall be located in the City Hall of the City of Weatherby Lake.
B. 
Board Members Appointment. The Weatherby Lake Historical Committee shall be made up of seven (7) members and two (2) alternates. Said members shall be appointed by the Mayor from the public at large, subject to the approval of the Board of Alderpersons. Each member shall be a resident of the City of Weatherby Lake and/or own property within the City of Weatherby Lake.

C. 
Term Of Office. Each member appointed to the Weatherby Lake Historical Committee shall serve a term of three (3) years. Said terms shall be staggered in such a way that each year one-third (1/3) of the Historical Committee members' term shall begin on the first (1st) day of June following the appointment.
D. 
Vacancy. If at any time, during his/her term, a member of the Historical Committee resigns or is removed from office following the procedures set forth herein, the Mayor shall, with the consent of the Board of Alderpersons, appoint a person in a like manner as original appointments, except that the term of office of the newly appointed member shall be the unexpired term of the vacated office.
E. 
Removal. If at any time a member of Historical Committee has been absent from three (3) consecutive meetings or has not attended more than one-half (½) of the Historical Committee meetings during the previous six (6) months, the Committee may request that member's resignation.
F. 
Compensation. No member of the Historical Committee shall receive compensation except for actual expenses incurred in the performance of duty.

A. 
Number. The officers of the Historical Committee shall consist of a President, Vice President, Treasurer and Secretary.
B. 
Election and Term of Office. The officers of the Historical Committee shall be elected for a one (1) year term by the members of the Historical Committee at the first (1st) meeting held on or after June 1. If election of officers is not held at such meeting, such election shall be held as soon thereafter as convenient.
C. 
Duties of the President. The President shall chair meetings, prepare agendas and coordinate responsibilities of the other members of the Historical Committee.
The President shall present an annual report to the Board of Alderpersons at the January meeting of the Board of Alderpersons. The annual report shall contain:

Conditions of the archives and funds of the Historical Committee as of the date of the President's annual report for previous calendar year.
2. 
A report of expenditures and budget needs for the upcoming year as provided by the Treasurer.
3. 
Recommendations for improving the Historical Committee projects, facilities and repository management.
4. 
Such other statistics, information and suggestions as the Committee may deem to be of general interest.
D. 
Duties of the Vice President.

1. 
In the absence of the President or in the event of his/her inability or refusal to act, the Vice President shall perform the duties of the President and, when so acting, shall have all the powers of and be subject to all the restrictions upon the President.
2. 
The Vice President shall complete an annual inventory inspection of the Historical Committee repository and projects for the President's annual report.
3. 
The Vice President shall perform such duties as from time to time may be assigned to him/her by the President or the Historical Committee.
E. 
Duties of the Treasurer.
1. 
The Treasurer shall obtain the financial report from the City Clerk and present the report at the Historical Committee meeting.

2. 
The Treasurer shall prepare a financial statement of the Committee's expenditures and funds for the calendar year for the President's report.
3. 
The Treasurer shall prepare an annual budget and present this budget to the Historical Committee for approval. He/she shall prepare the approved budget which shall be included in the President's report and presented to the Board of Alderpersons for acceptance through the regular budget process in January each year.
4. 
The Treasurer shall perform such duties as from time to time may be assigned to him/her by the President or the Historical Committee.
F. 
Duties of the Secretary.
1. 
The Secretary shall keep the minutes of the Historical Committee meetings, be custodian of the committee records, keep a register of the post office and e-mail address of each committee member which shall be furnished to the Secretary by the committee member.
2. 
The Secretary shall post all meetings a minimum of three (3) days in advance at City Hall, provide minutes and copies of all documents to the Historical Committee's file at City Hall as public record and to the City Council. Minutes shall be marked "not approved" until the next meeting. He/she shall maintain the committee's file at City Hall and provide a guest sign-in at all Historical Committee meetings.

3. 
The Secretary shall perform such duties as from time to time may be assigned to him/her by the President or the Historical Committee.
G. 
Other Appointed Positions. The committee may appoint project coordinators for specific projects. Project coordinators shall report at the Historical Committee meeting as to the condition of the current project and the status of any outstanding projects, action plans and issues.

A. 
Development.
1. 
The Historical Committee shall preserve the Weatherby Lake Archives; that is, to collect, create and display artifacts which illustrate the history of Weatherby Lake. The Committee will collect printed material, oral histories and private papers, manuscript material such as letters and journals; and museum materials including photographs, paintings, relics and material objects depicting life, conditions, events and activities of the past and present of Weatherby Lake.
2. 
The Committee shall identify and recommend preservation of landmarks significant to the history of Weatherby Lake.
3. 
The Committee shall encourage dissemination of historical information and stimulation of interest in the City's past by usage of markers, displays and published material to awaken public interest.
B. 
Historical Committee Fund. The Historical Committee Fund shall be audited annually.
C. 
Properties. Any and all properties donated or obtained by the Historical Committee shall be the property of the City of Weatherby Lake.

A. 
Meetings. The Historical Committee shall meet at least once quarterly. Said meetings shall be held on the second (2nd) Thursday of that month.
B. 
Special Meetings. The Historical Committee may hold special meetings at any time as deemed necessary by members of the Board which shall be held in compliance with the Missouri Opening Meetings Law.
C. 
Quorum. Any action taken by the Historical Committee shall require a majority vote of the members present at that meeting. No action shall be taken at a meeting where a quorum is not present. A quorum shall consist of at least four (4) of the seven (7) Committee members. Alternate member(s) may substitute in the absence of regular member(s).

A. 
Contracts. The Historical Committee shall not enter into any contracts without authority of the Board of Alderpersons of the City of Weatherby Lake.
B. 
Checks, Drafts, Etc. Budgeted expenditures may be paid from the funds allotted to it by the City. The Treasurer shall provide to the City Treasurer copies of all income and expenditures. The Committee's Treasurer shall also retain copies of paid invoices. Said invoices shall be presented and entered into the records at the next regular meeting.

Changes to these bylaws of the Weatherby Lake Historical Committee may be presented to the Board of Alderpersons.
