A. 
Prohibitions.
1. 
No person shall feed or in any manner provide any attractant to any feral cat or any wildlife within the corporate limits of the City.
2. 
No person shall leave, store, or maintain any attractant in a manner, area, or location accessible to any feral cat or wild animals within the corporate limits of the City.
B. 
Definitions. When used in this Section, the following terms shall have the meanings indicated:
ABANDONED
To drop off or leave a cat on a street, road, or highway, or in a public place, or on the private property of another, or fail to provide an animal adequate sustenance for a period of forty-eight (48) hours.
FERAL CAT
Cat(s) which are abandoned cats or cats born in the wild without City licenses or tags.
WILDLIFE
All wild birds, mammals, fish and other aquatic and amphibious forms, and all other wild animals, regardless of classification, whether resident, migratory or imported, protected, or unprotected, and shall extend to and include any and every part of any individual species of wildlife as defined in Section 252.020(3), RSMo., or as amended.
C. 
Exceptions.
1. 
Any person who feeds or provides food to a trapped, injured, or unweaned wild animal between the time that the City of Weatherby Lake Police Department or its designated agent is notified of the wild animal and the wild animal is picked up by the City of Weatherby Lake Police Department or its designated agent.
2. 
Any person with a bird feeder intended to feed songbirds, provided the feeder is suspended on a cable or other device to make it inaccessible to wild animals, and the area below the feeder is kept free from the accumulation of seed debris.
3. 
Nothing in this Section shall restrict citizens' ability to maintain ornamental plants or vegetable gardens on their property, provided all reasonable efforts are made to reduce wild animals feeding off such ornamental plants or vegetable gardens.
4. 
Nothing in this Section shall prohibit the actions of agents of the City of Weatherby Lake and its Police Department or the Missouri Department of Conservation, their authorized agents or other individual(s) acting lawfully pursuant to wildlife or waterfowl management programs duly authorized by the City of Weatherby Lake, the State of Missouri, or the Federal Government of the United States of America.

A. 
The Weatherby Lake Police Officers, Weatherby Lake Public Work employees and such other citizens as may be designated by the Board of Alderpersons, have the authority to possess and discharge explosive devices described in this Section for the purpose of waterfowl pest control.
B. 
The above-mentioned persons shall have the authority to possess and discharge launchers, starter's pistols and such other devices as may be designated by the Board of Alderpersons for the purpose of waterfowl pest control. This Section shall not be construed to allow any of the designated persons to discharge firearms or devices for purposes other than waterfowl pest control.
C. 
The Board of Alderpersons may establish in writing the hours of the day during which persons on the approved list shall have authority to discharge devices approved by the Board of Alderpersons for the purpose of waterfowl pest control only. It shall be unlawful for a person to discharge any of the devices during a time period not approved by the Board of Alderpersons.
