All motor vehicles owned by residents of, and regularly used
within, the City shall conspicuously display a motor vehicle identification
license or "City sticker" in the lower left corner (driver's side)
of the windshield of such vehicle and in such manner that the license
may be read through the windshield from outside the vehicle. For the
purpose of this Article, the following definitions shall apply:
MOTOR VEHICLE
Any self-propelled vehicle having two (2) or more wheels
and operated primarily upon public streets or highways.
OWNER OR OWNED
Includes actual ownership as well as the rental, lease or
any other right to use a motor vehicle for a period of more than thirty
(30) days.
It shall be unlawful to operate a motor vehicle owned by
residents or regularly used within the City without a City license.

A. It
shall be unlawful for any person who is a resident of Weatherby Lake
to operate a motor vehicle without a valid City license.
B. It
shall be unlawful for any person who is a resident of Weatherby Lake
to operate a motor vehicle in the City of Weatherby Lake without displaying
a valid City license in the lower left corner (driver's side) of the
windshield.
C. It
shall be valid defense to charges under this Section if the resident
acquired ownership of the vehicle within thirty (30) days or has become
a resident within thirty (30) days.

The motor vehicle license tax shall be five dollars ($5.00)
per year. The City Clerk shall issue the license only upon payment
of the license fee together with such description of the motor vehicle
to be licensed as required by the City Clerk, any late penalties and
production of satisfactory proof that the applicant for a license
has paid all City personal property taxes for all preceding years
and which are due and payable. The information contained in the City
tax records shall be prima facie proof of payment of such taxes, unless
the applicant shall produce an authentic receipt from the appropriate
Collector showing payment of such taxes.

Licenses shall be due on the last day of February of each year
and shall be valid for a period of one (1) year from March first (1st)
of the year of issue until Midnight of the last day of February of
the following year.

Any person failing to obtain a motor vehicle license on or before March first (1st) of each year, any new resident of the City or any resident of the City who acquires ownership of a vehicle and fails to obtain a license within thirty (30) days after becoming a new resident or acquiring ownership of a vehicle shall be required to pay a penalty of one dollar ($1.00) for each month or portion thereof during which the delinquency continues to exist in addition to the fee provided in Section
385.160.

Any person who obtains a motor vehicle which replaces a motor
vehicle licensed hereunder shall be permitted to transfer the license
from the replaced vehicle to the new vehicle; provided, that such
person shall notify the City Clerk of the fact of such transfer and
shall give such description of the new vehicle as may be required.
In the event any license becomes unusable or lost, the licensee may,
upon presentation of the unusable license or certification of the
fact of loss to the City Clerk, obtain a new license at a cost of
two dollars ($2.00).
