The Park Board of the City of Northwoods, Missouri, shall be organized under this Chapter as now provided by law. The Park Board shall consist of nine (9) directors appointed by the Mayor with the approval of the Board of Aldermen. No member of the City Government shall be appointed to the Park Board. The nine (9) directors shall be chosen at large from the citizens of the City of Northwoods and shall serve for a period of three (3) years.

The Mayor may, by and with the approval of the Board of Aldermen, remove any director for misconduct or neglect of duty. Vacancies in the Park Board, occasioned by removal, resignation or otherwise, shall be reported to the Mayor and shall be filled for the unexpired term in the same manner as original appointees.

Three (3) of the original appointees to the Park Board shall serve for one (1) year; three (3) shall serve for two (2) years, and three (3) shall serve for three (3) years from the first (1st) day of June following their appointments. They shall cast lots for their respective terms at their first (1st) meeting. Thus, each year three (3) new appointments shall be made for a three (3) year term.

No director or officer of the Park Board shall receive compensation.

A. 
The Park Board shall make and adopt such by-laws, rules and regulations for their guidance and for the government of the parks as they deem necessary, not inconsistent with the law.
B. 
The Park Board shall have exclusive control of the expenditures of all monies and funds appropriated or collected for the credit of the Park Fund. It shall further have exclusive control and supervision, care and custody of all areas designated as City parks. All monies received for such parks shall be kept separate and apart from other monies of the City, and shall be drawn upon only by the City Treasurer when authorized by properly authenticated vouchers of the Park Board.
C. 
The Park Board shall have power to purchase or otherwise secure ground to be used for parks, subject to approval of the Board of Aldermen, power to appoint suitable persons, and to fix their salaries, to take care of the parks, and power to remove them; and they shall, in general, carry out the spirit and intent of the State laws in establishing and maintaining City parks.

A. 
The Park Board shall submit its proposed expenditures to the Mayor as is provided for the other departments and agencies of the City, and such proposals, if not excessive in comparison to anticipated revenues for such purposes, shall be submitted to the Board of Aldermen for approval.
B. 
The financial records of the Park Board shall be subject to the regular audits of all City records, and the Park Board shall make an annual report to the Board of Aldermen on or before the second (2nd) Monday in June stating the condition of their trust on the first (1st) day in May of that year. An accounting shall be made of all collected funds, together with a detailed list of all expenditures.
C. 
The Board of Aldermen shall appropriate monies from the general revenues of the City of Northwoods to be used for operations and maintenance by the Park Board, but taxes for the use of the Park Board may be passed by the Board of Aldermen in the usual manner, and may be collected as are all of the other taxes of the City. The receipts of these taxes for the Park Board shall be credited to the Park Fund.

Anyone desiring to make donations of money, personal or real property for the benefit of the City parks shall be entitled to vest the title to the money or other property in the Park Board. When it is accepted, it shall be held and controlled by the Park Board according to the terms of the gift, device, deed, or bequest of the property; and as to this property, the Park Board shall be held and considered to be special trustees.

The Park Board shall adopt, subject to the approval by the Board of Aldermen, general rules and regulations relating to the use of park facilities by the public. Approval shall be by ordinance together with appropriate penalties for violations of these rules and regulations. The Park Board shall post printed or typewritten copies of all rules and regulations at each entrance to the park. Any and all persons found guilty of violating any of the posted rules or regulations shall be punished as provided in Chapter 100.
