The election for Mayor and Councilmembers shall be held on the first Tuesday after the first Monday in April.

All City elections shall be conducted by the Jackson County Board of Election Commissioners in accordance with Chapter 115, RSMo.

A. 
Candidates for the office of Mayor and Councilmember shall file notice of their candidacy in person with the City Clerk during normal business hours, commencing at 8:00 A.M., and open until 5:00 P.M., on the dates established by Missouri Law, prior to the April election.
B. 
Any person having properly filed his/her notice of candidacy for an elective office to be filled at any general election to be held on the first Tuesday after the first Monday in April and desiring to withdraw such candidacy shall do so in conformance with State law.

A. 
Notice of candidacy for the office of Mayor and Councilmember shall be filed with the City Clerk in affidavit form certifying the following:
1. 
The candidates's name;
2. 
The office sought;
3. 
Date of candidate's birth;
4. 
Candidate's residence address;
5. 
Candidate's telephone number;
6. 
Date candidate became a resident of Blue Springs; and
7. 
Voter registration number.
B. 
Proof of residency and voter registration must be provided to the City Clerk at the time of filing.
C. 
Should any candidate for said offices provide inaccurate, incorrect or incomplete information as herein required, the City Council may, following a hearing after notice of not less than ten (10) days to said candidate, declare the candidate ineligible for office. Should the incomplete, inaccurate or incorrect information become available after a candidate is duly elected, then upon a proper finding, after notice and a hearing as herein provided, the City Council may declare such office vacant. The provision herein contained is not intended to replace any criminal penalties that may be applicable under the laws of the State of Missouri.
D. 
No person shall be certified as a candidate for a municipal office who fails to comply with Section 115.306, RSMo.

The City Clerk or his/her duly designated assistant shall accept notice of candidacy for the offices of Mayor and Councilmember and shall be responsible for certifying the candidates as required by City Charter and ordinance and shall file with the Jackson County Board of Election Commissioners the notice of election together with the list of candidates, and accept properly executed withdrawal of candidacy, all as provided in the Code of Ordinances and under the applicable laws of the State of Missouri.

District Number One. District Number One shall consist of all that part of the City lying north and east of a line described as follows: Beginning at a point where the west line of the City Limits intersects the north right-of-way line of Interstate 70 Highway and the east right-of-way line of Woods Chapel Road; thence east along the north right-of-way line of Interstate 70 Highway to the east right-of-way line of Missouri 7 Highway; thence south along the east right-of-way line of Missouri 7 Highway to the north right-of-way line of R.D. Mize Road; thence east along the north right-of-way line of R.D. Mize Road to the east right-of-way line of Sunnyside School Road; thence south along the east right-of-way line of Sunnyside School Road to the south right-of-way line of U.S. 40 Highway; thence east along the south right-of-way line of U.S. 40 Highway to the west right-of-way line of Adams Dairy Parkway; thence south along the west right-of-way line of Adams Dairy Parkway to the north right-of-way line of Ryan Road; thence east along the north right-of-way line of Ryan Road to the eastern City Limit boundary.
B. 
District Number Two. District Number Two shall consist of all that part of the City lying within an area described as follows: Beginning at a point where the west line of the City Limits intersects the north right-of-way line of Interstate 70 Highway and the east right-of-way line of Woods Chapel Road; thence east along the north right-of-way line of Interstate 70 Highway to the east right-of-way line of Missouri 7 Highway; thence south along the east right-of-way line of Missouri 7 Highway to the north right-of-way line of R.D. Mize Road; thence east along the north right-of-way line of R.D. Mize Road to the east right-of-way line of Sunnyside School Road; thence south along the east right-of-way line of Sunnyside School Road to the south right-of-way line of U.S. 40 Highway; thence east along the south right-of-way line of U.S. 40 Highway to the west right-of-way line of Adams Dairy Parkway; thence south along the west right-of-way line of Adams Dairy Parkway to the south right-of-way line of Sunnyside School Road; thence west along the south right-of-way line of Sunnyside School Road to the south right-of-way line of Kings Cross Road; thence west along the south right-of-way line of Kings Cross Road to the south right-of-way line of Alice Street; thence west along the south right-of-way line of Alice Street to the south right-of-way line of Victor Drive; thence west along the south right-of-way line of Victor Drive to the east right-of-way line of Missouri 7 Highway; thence south along the east right-of-way line of Missouri 7 Highway to the north right-of-way line of Clark Lane; thence west along the north right-of-way line of Clark Lane to the north right-of-way line of Clark Road; thence west along the north right-of-way line of Clark Road to the northeast corner of Still Meadows - 3rd Plat Subdivision; thence west along the north line of the Still Meadows - 3rd Plat Subdivision to the northeast corner of the Still Meadows - 4th Plat Subdivision; thence west along the north line of the Still Meadows - 4th Plat Subdivision to the northwest corner of the Still Meadows - 4th Plat Subdivision; thence south along the west line of the Still Meadows - 4th Plat Subdivision to the northeast corner of the Still Meadows - 6th Plat Subdivision; thence west along the north line of the Still Meadows - 6th Plat Subdivision to the northeast corner of the Still Meadows - 13th Plat Subdivision; thence northwest along the north line of the Still Meadows - 13th Plat Subdivision to the northwest corner of the Still Meadows - 13th Plat Subdivision; thence south along the west side of the Still Meadows - 13th Plat Subdivision to the southwest corner of the Still Meadows - 13th Plat Subdivision; thence west to the western City Limit boundary.
C. 
District Number Three. District Number Three shall consist of all that part of the City lying south of the described area in District Number One and District Number Two.
