A. 
Appointive Officers. The Mayor may with the consent of a majority of all members elected to the City Council, remove from office any appointive officer of the City the Mayor was entitled to appoint, at will, and any such appointive officer may be so removed by a two-thirds (2/3) vote of all members elected to the City Council, independently of the Mayor's approval or recommendation.
B. 
Regulation Of Impeachments, Removals. The City Council may pass ordinances regulating the manner of impeachments and removals not in conflict with the City Charter.

The monthly compensation of the City Attorney shall be increased from time to time by the City Council.

The Mayor and City Council may by ordinance employ an additional attorney or attorneys who, with the regular City Attorney, shall perform any legal services required by the City and said additional attorney or attorneys' fees or compensation therefor shall be prescribed by ordinance by the City Council.

Whenever the City shall become indebted to an employee, and such employee owes the City taxes which may have become delinquent, such delinquent taxes shall be deducted from the bill of such employee when presented to the City Council for allowance, and all employees of the City shall hereinafter be presumed to have accepted such employment in view of the provisions of this Section.

A. 
The City of Blue Springs is a "political subdivision" as defined in Section 70.600 et seq., RSMo., and hereby elects to have covered by the Missouri Local Government Employees Retirement System all its eligible employees in the following classes:
1. 
Present and future general employees (neither "policeman" nor "fireman" as defined in the act).
2. 
Policemen (as defined in the act): present and future Police Officers.
B. 
The City of Blue Springs hereby elects that one hundred percent (100%) of prior employment be considered for prior service credit in computing benefits and contributions to the system.
C. 
The Finance Director is hereby authorized and directed to promptly remit the employer contributions required by Section 70.730, RSMo.

Retirement from City employment is required for all sworn or commissioned Police Officers at the end of the month in which the employee reaches the age of sixty-eight (68); provided, the employee who reaches their 68th birthday on or before January 1, 2022, shall not be required to retire until they have either accumulated three (3) years at the top pay step in their job classification, or reached the age seventy-one (71), whichever comes earlier.
