A.
Occupants and owners of premises connected to the water system of the City shall pay for water drawn from the water system of the City bimonthly according to readings of the meters in each particular case as follows:

B.
All water usage will be charged at two dollars fifty-five cents ($2.55) for each one thousand (1,000) gallons of water metered.
C.
A charge for water service shall be made based upon the meter readings during the months of each bimonthly period and computed at the rates hereinabove set out, whether master metered or single metered.
D.
Whenever for any cause, a water meter fails to operate, or for some reason a meter cannot be read, a reasonable estimate shall be made by the Director of Finance of the amount of water supplied during such period and the user shall pay a rate based on the estimated amount of water supplied.
E.
Owners of multiple-unit complexes, either residential, commercial or industrial, providing water to tenants served by one (1) or more water meters will be billed bimonthly as follows: Each master meter will be treated as a separate billing unit and the water service charge will be computed as provided for above, provided that at the customer's request a smaller meter may be used as long as it is adequate for supply in place of a larger master meter during facility start-up operations. Credit shall be given toward the cost of a larger meter upon return of the smaller meter.
