There shall be a Department of Recreation charged with the powers and responsibilities set forth in this chapter. The Department of Recreation shall be headed by a full-time Recreation Director, appointed by the Mayor with the approval of the City Council. The Recreation Director shall answer to the City Administrator as his/her supervisor.
A. 
It shall be the responsibility of the Department of Recreation to establish, continue and maintain playgrounds and neighborhood recreation centers and facilities; to equip such playgrounds, centers and facilities, and the buildings located thereon; to construct, maintain and operate in connection therewith public baths and swimming pools; and to employ, subject to the approval of the City Administrator, play leaders, playground directors, supervisors, a recreation secretary and such other officers and employees as the Recreation Director may deem necessary to carry out the Department of Recreation's objectives.
B. 
The Recreation Director shall have power to conduct recreation events, activities and programs indoors or outdoors on property owned or controlled by the City and to authorize payment for the necessary supervision and caretaking incident thereto, either alone or in cooperation with such other entities or persons as may participate in the events, activities or programs taking place.
C. 
The Recreation Director, with the approval of the City Administrator, shall have power to expend such sums as shall be appropriated by the City Council for the Department of Recreation, provided such appropriations shall be expended in furtherance of one or more of the purposes set forth in Subsection A.
D. 
The Department of Recreation shall have power to issue permits for the private use of recreational facilities on City property when permitted by resolution of the City Council or upon any City property under its control.
The City Council shall make a separate, annual appropriation to finance the operations of the Department of Recreation.
