For the purposes of this Chapter, unless it appears that a different meaning is intended, the following words and phrases shall have the meanings respectively ascribed to them by this Section:
GENERAL INSPECTOR
The Building Commissioner or any other person designated by the general inspector to perform any of the acts or duties required by this Chapter.
SERVICE CAR
A motor vehicle, other than a motorbus, offered for or engaged in carrying passengers for hire over a designated route, and for a fixed fare and over the route of which the passenger has no control.
STREET
Any street, alley, boulevard, court, lane or public place in the City.

No service car shall be offered for or engaged in carrying passengers, with or without baggage, for hire over or upon the public streets or places in the City, whether the fare or charge therefor is collected within or outside the City, unless a license for each service car so operated shall have been applied for and obtained by the owners thereof as provided by this Chapter.

A. 
The applicant for a license pursuant to this Chapter shall file with the City Council an application for such license and shall state therein the following:
1. 
The owner or owners desire to obtain a license from the City to operate a service car for the conveyance of passengers, with or without baggage, over and upon the public streets and places in the City;
2. 
The name and address of the owner of such service car; if a corporation, in addition to its name and address the names and addresses of the officers thereof;
3. 
The name of the car manufacturer and factory number of the car and the motor number of the same;
4. 
The seating capacity of the car according to the manufacturer's rating;
5. 
The rate, character, horsepower and kind of motor;
6. 
The condition of the service car and its approximate value;
7. 
The number of the certificate of title and the date of the same;
8. 
The State license number;
9. 
The City license number;
10. 
The insurance carried, the amount of insurance and name of the company issuing the policy;
11. 
The streets over and upon which the service car will be operated.

The application provided for in Section 605.810 shall be investigated by the general inspector, and to each application the applicant shall attach a receipt from the Director of Finance showing a deposit by such applicant of the license tax provided for by this Chapter. All applications shall be referred to the Council and if the Council shall find that the public convenience and necessity require, it shall issue a license to the owner of such service car.

In the event that a license pursuant to this Chapter is granted, the Director of Finance shall assign to such service car a distinctive number and shall issue to the owner of the same a metal plate with such number thereon and a license to operate such car as provided by this Chapter. Such license shall bear the number so assigned and shall set forth the facts stated in the application, except that the seating capacity may be two (2) persons, including the driver, in excess of the manufacturer's rating. The license shall also state that the vehicle is a service car and that it is to be driven or operated by the owner. In the event of the loss, mutilation or destruction of such license or plate, the owner may obtain from the Director of Finance a duplicate thereof upon filing an affidavit showing that such license or plate has been lost, mutilated or destroyed and upon paying a fee of one dollar ($1.00) therefor.

The number plate provided for in Section 605.830 shall be securely fastened to the vehicle for which it has been issued where it can be readily seen.

Upon the filing of an application pursuant to this Chapter, the applicant shall pay to the Director of Finance an annual license tax for each service car to be operated by such applicant for the conveyance of passengers upon and over the public streets and places in the City. Such license tax shall be computed upon the basis of horsepower of each vehicle mentioned in such application and the computation of such license tax shall be made by the Director of Finance and shall be one-half (½) of the registration fee charged by the State for a vehicle of the same horsepower as the vehicle mentioned in such application. The license tax herein mentioned shall be due and payable on the first (1st) day of January of each year and shall expire one (1) year thereafter. If application for a license to operate such service car is made during the period beginning on the first (1st) day of July including the last day of December in any year, one-half (½) of such license fee only shall be charged and collected.

The license tax required by this Chapter on each service car shall be a tax on the business conveying passengers over and upon the public streets and places in the City and nothing in this Chapter shall be construed so as to exempt the owner of such service car from paying to the City the tax imposed by the City in licensing motor vehicles or automobiles to be operated upon and over its streets or any registry tax which the City may levy on motor vehicles or automobiles, or the tax which the City levies on motor vehicles or automobiles as personal property, nor shall anything herein be construed to exempt the owner or driver of a motor vehicle or automobile from the qualifications which the City or State may require of persons who operate motor vehicles or automobiles upon or over the public streets or places in the City.

No vehicle shall be licensed until it has been thoroughly inspected and examined and found to be in a thoroughly safe condition for the transportation of passengers, and shall be clean and suitable and of good appearance. Such inspection and examination shall be made by the general inspector before issuing a certificate of inspection. In all cases where a license has already been issued for a vehicle under this Chapter and such vehicle is found to be unfit or unsuitable for public patronage, the general inspector may revoke such certificate of inspection, and shall thereafter notify the Director of Finance of the revocation of such certificate which shall act as a forfeiture of such license until a proper certificate of inspection is filed with such Director of Finance.

Each applicant for a license to operate a service car and the owner of such service car shall maintain financial responsibility as required under and in a manner provided for in Chapter 303, RSMo.

Every person driving or operating a service car shall be licensed as such, and in addition thereto each person who operates a service car under this Chapter shall be a duly licensed chauffeur as required by law. Each person, before so operating a service car, shall present for inspection of the general inspector his/her chauffeur's license, and fill out a blank form to be furnished by the general inspector giving his/her full name, residence, place of residence for the past five (5) years, sex, age, color, height, color of eyes and hair, place of birth, length of time he/she has resided within the City, whether a citizen of the United States, places of previous employment, whether married or single, whether previously licensed as a chauffeur and whether such license has ever been revoked, and, if so, for what cause, which statement shall be signed and sworn to and filed in the general inspector's office as a permanent record. Each person desiring to operate a service car shall, if required by the general inspector, demonstrate his/her skill and ability to safely handle such vehicle and shall pass a satisfactory physical examination, especially as to eyesight and hearing. Each such person shall also furnish to the general inspector two (2) recent photographs of himself/herself of a size which may be easily attached to the license, one (1) of which shall be attached to such license when issued, and the other filed with the general inspector. Such photograph shall be so attached to such license that it cannot be removed and another substituted without detection.

Upon satisfactorily fulfilling the requirements of Section 605.890, and presenting a certificate of such, there shall be issued to the applicant a license, by the Director of Finance, which shall be in such form as to contain the photograph and signature of the licensee. Any person who defaces, removes or obliterates any official entry made upon his/her license shall be punished by the revocation of his/her license. Driver's licenses shall be issued as of January first (1st) in each year, except where the application for such license shall be made on or after July first (1st) of any year, in which event the license shall be issued as of July first (1st) of such year, and shall be valid to and including the thirty-first (31st) of December next succeeding. For the purpose of carrying out the provisions of this Chapter, every chauffeur holding a license under this Chapter shall report to the general inspector at least once in every six (6) months' period following the issuance of his/her license, except that in the event such license shall be issued on or after July first (1st) of any year, then the licensee shall report to the general inspector on or before the thirty-first (31st) of December next succeeding.

Each driver licensed pursuant to this Chapter shall post in the service car operated by the licensee his/her license in a conspicuous place easily seen by persons using such car.

A fee of five dollars ($5.00) shall be paid to the Director of Finance for an annual driver's license pursuant to this Chapter by each applicant therefor.

Driver's licenses issued pursuant to this Chapter may be revoked or suspended by the Council, upon recommendation of the general inspector, for good cause and after hearing. Any such suspension shall be noted on the license, together with a statement of the reasons therefor. A second (2nd) suspension within one (1) year for the same reason, or in any case a third (3rd) suspension of a driver's license, shall revoke the license. No driver whose license has been revoked shall again be licensed as a service car driver in the City unless upon the presentation of reasons satisfactory to the Council. When a driver's license has been revoked, the general inspector shall so notify the Police Department.

For the purpose of taking on and discharging passengers a service car shall stop only at designated stops, and while so stopped shall keep as close to the right-hand curb as practicable, and shall take on and discharge passengers as quickly as possible, so as not unreasonably to interfere with traffic.

No service car shall be operated upon any route other than that designated in the application for a license to operate such service car.
